VASS, in partnership with the European Commission's DG GROW B3, is seeking a highly skilled Project Manager to join our Application Development Team.
This position offers the opportunity to contribute to the successful implementation of corporate solutions and information systems that support the Commission's Digital Transformation and EU policies.

Job Description:
As a Project Manager, you will play a critical role in managing the implementation of information systems to meet identified business needs within agreed parameters of cost, timescales, and quality.
You will work closely with cross-functional teams to guide project activities, review deliverables, and ensure successful project outcomes.
This role requires a combination of technical expertise, project management skills, and the ability to work effectively in a multicultural environment.

Job Responsibilities:

• Manage the implementation of information systems, acquiring and using necessary resources and skills within agreed parameters of cost, timescales, and quality.
• Develop project strategies, planning, and definition of tasks and deliverables.
• Guide project teams and review their deliverables.
• Participate in functional working groups and progress meetings.
• Estimate costs, timescales, and resource requirements for successful project completion.
• Prepare and maintain project and quality plans, providing regular and accurate reports.
• Monitor costs, timescales, and resources used, taking action where necessary.
• Manage the change control procedure and provide effective leadership for the project team.
• Identify and translate high-level user needs into technical requirements.

Job Requirements:

• Bachelor’s degree or equivalent 
• Minimum of 10 years of IT professional experience.
• Minimum of 8 years of project management experience using methodologies such as Prince2, PMI, PM2, etc.
• Minimum of 5 years of experience with project management tools (e.g., MS-Project).
• Minimum of 5 years of experience with Agile methodologies (e.g., SCRUM, Kanban).
• Minimum of 5 years of experience with JIRA and BPMN.
• Minimum of 4 years of experience with UML and relational databases (e.g., Oracle).
• Minimum of 1 year of experience with Cloud Computing Services (AWS, Azure).
• Minimum of 1 year of experience with Data Analysis and Data Visualization tools (e.g., Power BI).
• Minimum of 1 year of experience with interoperable solutions and web applications.
• Strong communication, leadership, and negotiation skills.
• Ability to adapt to unplanned changes or decisions.
• Fluent in English; additional languages such as French are advantageous.
• Security clearable (EU-27 security clearance).

Work Environment and Conditions:

• Service delivery mode: Far-Site (Remote within EU territory)
• IT equipment provided by the Commission
• Onsite presence every 6 to 8 weeks may be requested, with a notice period of 7 days
• Travel expenses covered according to established guidelines.
