Description
SUMMARY
To assist the credit union in achieving its mission statement, “PFCU WILL DELIVER FINANCIAL WELL-BEING WITH VALUE,
CONVENIENCE AND EXCEPTIONAL SERVICE”, the VP of Card Services is responsible for aligning the debit and credit card
program with the credit union’s strategic vision. As a member of the executive leadership team, the Vice President of Card
Services reports to the Chief Financial Officer and oversees all aspects of debit and credit card servicing and operations
including program growth and profitability, service delivery, fraud prevention and detection, financial settlement and
reconcilement, account maintenance and dispute management. Support, model and adhere to PFCU’s Service Standards
as outlined in My MARC. This position is hybrid, but is REQUIRED to report to the Portland Branch location twice a week at this time.
ESSENTIAL FUNCTIONS, DUTIES, & RESPONSIBILITIES
• Define and align the credit union’s Card Services strategy with the Credit Unions overall strategic vision.
• Create and execute annual business plan for Card Services to facilitate the accomplishment of PFCU’s goals. This
includes partnering with vendors to establish production and profitability goals for Card Services.
• Research, recommend and implement strategies to ensure our card program increases in usage and profitability.
• Establish/refine written policies and procedures to ensure compliance with federal and state regulations along with
network regulations, including but not limited to Regulation E, Regulation Z, Visa brand and related networks.
• Proactively track and identify card, industry and regulatory issues and developments to allow adequate time to
implement necessary changes to policies and procedures.
• Develop and implement risk strategies and oversee debit and credit card program compliance with all federal and
state regulations to ensure internal controls are appropriate and within industry standards.
• Lead the overall guidance and support for systems including fraud detection and protection and member experience
within the channel.
• Monitor the performance of the credit union’s dispute and card program on a continuing basis, evaluating and
communicating the effectiveness of the programs, implementing changes as necessary to improve performance.
• Recommend and direct the installation of product/technology enhancements to elevate the adoption levels, improve
performance/profitability, automate processes, and aggregate/monetize data (ex: Artificial Intelligence, Robotic
Process Automation, Chatbots, Contactless Card Technology, Virtual Cards, biometric Authentication, etc.)
• Audit activities and various department functions to ensure timely accurate and complete processing of operation
processes as well as compliance with regulations, policies, and procedures.
• Participate as the Card Services project representative for new releases to the core system and card platforms
including testing and cross-functional partner communications as identified through the review and testing functions.
Manage new release projects as assigned. Represent Card Services on various project teams.
• Monitor employees’ performance; conducts performance appraisals in a timely manner; provides encouragement and
recognition for outstanding performance.
• Meet with Card Services employees on a quarterly basis, at a minimum, to provide customized coaching and
mentorship in the area of performance. Set goals and assist employees to develop plans for continual growth and
success within their position.
• Monitor and manage cost efficiency and effectiveness of department activities.
• Develop department goals, objectives, and systems.
• Review and act upon Card Services management reports to maximize effectiveness.
• Comply with BSA and OFAC regulations within area of responsibility.
• Manage all vendor relationships and contractual obligations related to Card Services.
• Monitor the use of all Card Services products, and ensures that we are utilizing all programs, vendors and third-party
relationships to their full potential.
• Maintain the security of confidential credit union and member information contained on the systems.
• Work with marketing to build and implement ongoing promotional programs within these channels, making full use of
targeted push marketing technology available.
• Coordinate appropriate mining of data and information provided by our card processors. Provides availability of this
information to Marketing and the executive team for strategic purposes.
