BACKGROUND

Purpose of Activity/ Assignment:

Generation Unlimited’s Passport to Earning (P2E) is a global programme that provides young people aged 15-24 with free, quality and certifiable skills that better position them to access advanced skilling and earning opportunities. By 2030, P2E aims to skill 20 million young people in 15 countries and support at least 1 million to access advanced training, jobs, self-employment and entrepreneurship. This includes a midterm ambition of skilling 8 million young people, including 4 million in digital/AI, and supporting 400,000 youth in earning opportunities by 2027. An action plan determines how P2E will realise its midterm and long-term ambitions.

Under the direct supervision of GenU’s Senior Advisor, Global Programmes, under the overall guidance of the Deputy Director, Programmes, the Global P2E Consultant will play a key role in delivering the priorities of the programme. This includes supporting the implementation of the Global Strategy action plan; working with global and country teams to conceptualize and implement learning-to-earning models; conducting monitoring, evaluation, research and learning activities; coordinating the deployment and management of P2E platforms; and facilitating the development of strategies for GenU global programmes.

Scope of Work:

  1. Global Strategy
  • Support the implementation of the P2E global strategy action plan, in coordination with the GenU Content Specialist, GenU ICT Specialist and P2E country teams.
  • Monitor and provide periodic updates on progress and results related to the P2E global strategy to GenU and other key stakeholders, including providing recommendations and executing measure to ensure results are met within the intended timeframe.
  • Develop a criteria for country selection and support the testing of P2E in new countries.
  • Support other GenU solutions in the development of global strategy documents and identification of mid-term and long-term ambitions.
  • Work with the GenU Partnership and Programme team to crowd in additional partners to support P2E delivery.
  1. Learning-to-earning models
  • In collaboration with P2E country teams, plan and document the development of different country-level learning-to-earning models enabled by P2E, including an understanding of costing, sustainability pathways, and impact on young people, particularly young women.  

Provide specific support, proactive engagement and troubleshooting to country teams developing and/or implementing P2E. While the kind of support will depend on country context, the range of support includes platform deployment, trainings and walkthroughs for 

  • implementing partners and teams, local strategy development, conceptualisation of sustainability strategies, resource mobilisation, coordination with partners, M&E, youth engagement, among others.
  • Explore and pilot alternative delivery models as well as innovative and integrated programmatic approaches with other GenU global programmes and aggregator platforms, with a particular focus on reaching the marginalised groups (e.g. young women, youth with disabilities).
