Utilizes all knowledge and experience to lead the entire planning and design process, project delivery planning, bidding and selection, construction execution, medical equipment planning, owner furnished equipment planning, procurement activities, and coordination of all project logistics.

Coordinates activities within areas of responsibility, assists in overall budget monitoring, promotes communication and positive public relations both inter-departmentally and intra-departmentally. Monitors quality assurance to meet set standards, assist areas of responsibility to become self-managing units. Ensures that all safety policies and procedures are met. Perform evaluations and on-call responsibility on a rotating basis.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor’s Degree in Engineering, Architecture, Interior Design, or related field.

2. Valid driver’s license.

EXPERIENCE:

1. Five (5) years’ experience in construction.

PREFERRED QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Master’s Degree in Engineering, Architecture, Interior Design, or related field.

2. Architect or Engineering License.

3. Project Management Professional (PMP), Certified in Healthcare Compliance (CHC), and/or Certified Health Care Facility Manager (CHFM) certification

EXPERIENCE:

1. Experience in a healthcare system, an academic medical center/health care facility, and public sector and/or university experience.

2. Experience with building systems, design, construction techniques, bidding and negotiating contracts and/or fee proposals.

1. Utilizes all knowledge and experience to lead the entire planning and design process, project delivery planning, bidding and selection, construction execution, medical equipment planning and procurement, owner furnished equipment planning and procurement, and coordination of all project logistics.

2. Develops clear and concise estimates for renovations and improvement requests, including accurate work scope descriptions and accurate estimates of cost; includes recommendations for alternate means of problem solution.

3. Develops and leads communication plan for projects to ensure full transparency and understanding of the project by leaders, user departments, stakeholders, patients, and visitors.

4. Prepares and develops detailed project schedules and work scopes for new construction and renovation projects as assigned for customer/stakeholder approval.

5. Reviews bids and negotiates fee proposals of consultants and coordinates activities of architects, consultants, contractors, and others.

6. Represents WV Innovation Corporation as the reviewer of professional service billings to ensure requests align with work performed.

7. Prepares and provides project status reports and project schedules for stakeholders and senior leadership. 

8. Provides recommendations on project costs analysis and alternatives to deliver projects on time and on budget.

9. Acts as a consultant to leadership in determining the best construction delivery method for each project.  Reviews project delivery outcome and keeps detailed historical records of lessons learned.

10. Skillfully navigates the wide array of tasks and responsibilities required to successfully deliver projects while providing the highest level of customer service.

11. Leads approval process for all user groups and well communicates the scope of work and cost implications of project intricacies.  Leads change management initiatives with the user group to keep project on time and within budget, utilizing LEAN processes.

12. Responsible for project compliance during design, construction, and closeout for any and all regulatory agencies having jurisdiction including, but not limited to, Joint Commission, CMS, West
