General Description and Classification Standards
Assist the Revenue Director with the management of an accounting group through subordinates to oversee the multiple assigned airport functions, which may include strategic planning, data analytics, billing, collections, legislation review, quality assurance, personnel, annual budgets, procurement, contract management, and internal and external audits.
Responsible for both strategic planning and day-to-day direction of assigned areas; leads staff; allocates resources as needed; establishes processes and procedures; gives appropriate and effective feedback to personnel; holds staff accountable; ensures compliance with established policies and procedures. Prepares and reviews journal entries, reconcilements, general ledger, accounts payable, in accordance with GAAP. Works on issues of diverse scope where analysis of data requires evaluation of a variety of factors.
Job Summary
Reporting to the Director of Revenue, the Assistant Director will be responsible for all aspects of accounting for the revenue business unit including month-end close, monthly billing and collections, monthly and quarterly reports, assisting with the development of the aeronautical and non-aeronautical annual budget, monthly variance explanations, and special projects as requested.
The person in this role will be a high-functioning, results-oriented, self-directed professional with the ability to adjust to a fast paced, changing environment, while performing a variety of complex tasks requiring initiative and a significant amount of judgment in solving problems. Would be a key player in providing comprehensive and accurate financial information and financial reporting to management for informed decision-making. Supervision Received Normally receives guidance regarding the overall mission, group objectives, and scheduling; but is free to set work methods and individual assignments. This is a policy making management position.
Essential Duties & ResponsibilitiesThese are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.• Assists the Director by providing policy direction and strategic planning for the Airport's revenue cycle including revenue generation, budgeting and forecasting, strategic planning, and execution of sound fiscal policies. • Provides strategic input into policy and strategy and drives tactical direction. • Develops economic and financial trending data, metrics, and reports to update the 5-year revenue forecast. • Verifies and approves billing databases to ensure accurate billings to airport’s stakeholders. Performs analysis of financial statements. • Assist with the development of the Airport’s rates and charges to ensure full cost recovery and make recommendations to senior management and City Council. • Reviews legislation and contract agreements to assess fiscal impact on the Airport. • Creates operating plans, forecasts, and reporting systems. • Manages the revenue budget preparation, submittal, and administration. Selects, trains, develops, and manages staff. • Establishes internal processes, interprets, and applies organizational policies. Decision Making Leadership ProvidedHas formal supervisory authority over work group (typically at least 4-5 direct reports) to include discipline, performance management, scheduling, training, etc. Knowledge, Skills & AbilitiesThis is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. • Broad knowledge of internal audit function. • Strong general accounting and GAAP knowledge. • Advanced leadership and management skills. • Strong planning, organizational and presentation skills. • Ability to identify operating issues and apply long term solutions. • Ability to build strong relationships within the city as well as with outside agencies.
Minimum Qualifications Education and Experience • Bachelor’s degree in finance, accounting or in a related field.• Minimum of 3 years of management experience.• Minimum of 7 years experience in accounting, finance, business, public administration, aviation management, or a related area. Preferred Education & Experience • Master’s degree in finance or accounting (Equivalent professional experience may be considered for substitution for the master’s degree on an exception basis).• 5 years experience in related field. Minimum 3 years airport management experience. Licensures and Certifications None required.
