HIRING RANGE: $115,146.72 - $127,940.80/year
The Business Solutions Partner (BSP) will support the City of Lakewood (City)’s Business Transformation Division by delivering practical technical solutions and with furthering the IT department’s goal to be an innovative and results-oriented center of excellence and team of one.
The successful candidate will apply project, program, and product management experience to foster excellent working relationships with their IT teammates and other city departments to deliver innovative, user-centric technology solutions. They will primarily manage small-medium sized IT projects from concept to implementation and ongoing management and evolution, ensuring alignment with strategic goals and best practices. They may, as needed, assist the Senior Business Solutions Partner in managing larger IT projects, programs, and initiatives, from concept inception through asset retirement and will act on opportunities for innovation and improved productivity. They will regularly liaise with the IT Department to ensure end-user solutions are aligned with strategic goals, reflective of industry trends and best practices, and are delivered in a timely fashion.
Essential Duties and Responsibilities
- Engage city departments to develop a holistic perspective on emerging business needs and help deliver pragmatic technology solutions.
- Identify patterns, overlapping functions and interdepartmental dependencies to further advance technology adoption, solve problems, and identify potential future needs.
- Collaborate with cross-city department personnel to champion iterative development, validate operational needs, and ensure maximum business value through collaborative efforts and a user-centric approach.
- Map the flow of business data, identifying how it's used by different systems and stakeholders to achieve business objectives and deliver value.
- Has thorough grasp of project management and system development lifecycle best practices to effectively plan for and lead initiatives; organizes, supports, and manages multiple project types simultaneously (i.e., Cloud-based SaaS and COTS implementations, new development, and enhancement/support initiatives).
- Facilitates all aspects of the project lifecycle and partners with cross-functional personnel to deliver:
- Project plans and robust status reporting
- Clear schedules and budgets
- User interface configurations and report design
- System and user acceptance testing
- Stakeholder communication and change management
- End-user training
- Risk analysis / management
- Quality assurance
- Implementation and transition to operations
- Presents technical and process information in descriptive, graphical, or tabular formats that focuses on value delivered to enable executive decision-making.
- Manages consultants/vendors and acts as liaison between third parties and the City.
ADDITIONAL IMPORTANT FUNCTIONS
- Participate in other IT projects and initiatives, contributing ideas and owning IT team coordination and/or supporting roles as needed.
- Manage vendor and consultant engagements for projects and other work, maximizing value delivered to the city and observing city rules and guidelines for third-party engagements.
- Leverage excellent interpersonal, verbal, and written communication and presentation skills with both technical and non-technical personnel at all levels.
ORGANIZATIONAL RELATIONSHIPS
- Supervision Received: Work is performed independently under general direction and guidance by the IT Project Management Office IT Supervisor – Business Solutions, within the Business Transformation Division, and according to established policies.
- Supervision Given: None.
ESSENTIAL QUALIFICATIONS (Knowledge, Skills and Abilities)
- Education: Bachelor's degree preferred or an equivalent combination of education and experience. PMP, Agile, or Lean certifications required.
- Experience: A minimum of three years’ tech-related project management experience required; cloud-based SaaS project implementation and program management experience preferred. Product management, process improvement, organizational change management or ITIL experience preferred.
- Licensure/Certification/Registration:
- PMP, Agile or Lean certification required.
