The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages nearly 246,000 cases to ensure that child support payments of $598 million per year reach families across the Commonwealth. Support Enforcement Specialists establish and sustain helping relationships with parents who have payment obligations as well as parents who depend on those payments.

District Manager serves as the Chief Operations Officer for a large district office, ensuring that families in the assigned case load area are engaged for success so that they have the financial and family support they need to grow and thrive. Draws on expertise to interpret policy and applies sound judgment for complex programmatic and compliance issues so that the full range of case management processes rendered by staff are able to influence non- custodial parents and support custodial parents and their children. Establishes and maintains procedures and practices that deliver all (or assigned) child support functions—Establishment/Paternity, Court, Enforcement, Review & Adjustments, Interstate, Family Engagement and Fiscal Account Management—through the district office, satellite locations and other service points in partnership with local agencies. Oversees enhancement of district services in terms of efficiency, effectiveness and impact and actively contributes to enhancement planning efforts at the regional and divisional levels.

District Manager will provide direct support to the Division of Child Support Enforcement.

Minimum Qualifications

Experience in planning and managing programs serving social service populations including complex program management in human services and/or child support enforcement.

KSA’s and/or Competencies required to successfully perform the work:
• Considerable knowledge of management practices and principles.
• Knowledge of the nature and structure of government organizations and programs.
• Ability to analyze data in order to identify problems and formulate solutions.
• Ability to manage district operations and supervise staff, establishing and implementing strategies to meet district performance goals and plans.
• Ability to manage complex programs through staff including subordinate managers and supervisors.
• Ability to organize their own work and direct the work of others, ensuring staff have the necessary training and knowledge to perform their job duties.
• Ability to provide consultative services to agency staff and interest groups
• Ability to communicate effectively orally and in writing.
