This full-time position is located in Augusta.
Core Responsibilities:
The DHHS Financial Service Center is seeking an Accounting Technician to join the Recovery Division. This position will contribute to the Department’s mission by helping us ensure state and federal funds are utilized in an efficient manner to meet the health and welfare needs of Maine’s citizens. The Recovery Division’s primary scope of work includes depositing money, establishing receivables, and collecting millions of dollars in identified debt owed to DHHS annually, from a variety of sources.
This position’s primary responsibilities include:
• Receive and process cash, checks, credit card and ACH payments daily.
• Process credit card fees, non-sufficient checks, and refunds.
• Reconcile deposits and sub-ledgers daily.
• Work closely with Treasury to monitor, research and correct unreconciled cash receipts and prepare backup for corrections.
• Monitor the accounting system daily for rejected documents and work with appropriate agencies to correct.
• Assist with creating new accounting templates and update quarterly.
• Process SSA/SSI payments and work with the Office of Child and Family Services to return checks for those who are no longer in care.
• Create, update, and maintain standard operating procedures.
• Prepare and process journals.
• Review backup and prepare cash deposits for bank currier pickup.
• Monitor team electronic mailbox and research requests.
The work completed in this position contributes to the development of business process and accounting controls to implement and maintain sound fiscal practices.
Minimum Qualifications:
3 years of practical work experience providing complex technical support to professional accounting staff -OR- An associate degree from an accredited educational institution in accounting -OR- Any bachelor’s degree from an accredited educational institution that includes 12 semester hours in accounting coursework.
Accounting coursework must include successful completion of Principles of Accounting I & II plus two other accounting-related courses. Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
The backgrounds of well-qualified candidates will demonstrate the following competencies:
• Possess good critical thinking skills, be flexible and adaptable to a fast-paced environment
• Basic understanding of Accounting Practices and Controls
• Prior experience and/ or education which demonstrates knowledge of GAAP/ GASB, analyzing accounting data and accounting reconciliations.
Agency information:
The DHHS Financial Service Center is responsible for program accounting, cash management and revenue/expenditure controls for the Department of Health and Human Services (DHHS). The Service Center provides budgetary and fiscal analysis for many complex areas within DHHS, including TANF (i.e. Temporary Assistance for Needy Families) and MaineCare (Maine’s Medicaid Program). The Service Center works collaboratively with senior leadership at State agencies, providing consultative financial and accounting services. Areas of fiscal expertise include compliance with State and Federal laws and regulations, statewide budgetary policy, budget development and monitoring, application of generally accepted accounting and financial practices, grant management, financial analysis, cash management, accounting and financial processing, and legislative support.
