Overview
The Manager or Supervisor of Market Monitoring develops and implements tactical departmental plans that effectively accomplish the group’s responsibilities and support the corporate mission. This is accomplished through the direct management of staff and the diligent coordination with other company departments. The markets monitored include SPP Integrated Marketplace, the WEIS Market, and other future markets hosted by SPP. The Manager or Supervisor is responsible for the performance and the development of staff assigned to his/her section. The functional responsibilities of the department are divided between the managers in the Market Monitoring Unit. These functions include development of market monitoring reports and monitoring metrics, conducting studies of potential abusive practice, managing processes for identifying and addressing market design flaws, monitoring of the RTO market operations functions, monitoring WEIS market and other markets operated by SPP, and managing the day-to-day interactions with FERC staff and SPP stakeholders.
The Manager or Supervisor is responsible for personnel reviews, compensation, budgets, and other administrative responsibilities. The Manager or Supervisor will discuss development plans with their direct reports and work with staff to set appropriate goals for the year. The Manager or Supervisor will proactively monitor individual performance through real-time coaching, routine touch bases, and annual performance reviews.
This position will have the primary responsibility within the MMU for managing the staff and obligations related to all western initiatives including the WEIS market, Markets+ and other RTO western expansion efforts. This position will ensure the MMU is represented in RTO and stakeholder discussions regarding market design, protocol and tariff issues related to the WEIS market, Markets+, and the RTO western expansion efforts. This includes ensuring the MMU is properly and adequately represented in stakeholder meetings related to these western initiatives.
Essential Functions
- Manage/Supervise team supporting western initiatives including the WEIS market, Markets+ and the RTO western expansion
- Ensure MMU engagement in stakeholder meetings including the organizational groups of the WEIS market, Markets+ and other western expansion efforts
- Work with other members of MMU management to implement plans and initiatives that maximize contributions to MMU success
- Ensure and support MMU engagement in SPP, stakeholder, and FERC discussions as appropriate for the assigned functions of the role
- Ensure independence from the RTO while facilitating the interaction and collaboration with other SPP departments and SPP committees to ensure effective market monitoring
- Ensure independence from the market participants while engaging in stakeholder discussions to support the MMU positions and comments in a fair and transparent manner
- Serve as primary decision-maker for issues involving assigned functions
- Manage the review and development of existing and new market design rules for efficiency and effectiveness of SPP markets, including the western expansion efforts
- Support the review and response to FERC directed policies applicable to the role
- Support development of MMU published reports, including reports for those markets that are a part of western expansion efforts
- Facilitate MMU comments in stakeholder and FERC proceedings where applicable to the job role
- Ensure MMU compliance with obligations under the Tariff as part of the MMU management team
