Job Description

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).
D&C seeks to hire a self-motivated and ambitious candidate to lead a team of Assistant Engineers and Associate Project Managers. The team is responsible primarily for the design and coordination of sign and pavement markings on facilities owned by the New York State Department of Transportation (NYSDOT), Port Authority of New York and New Jersey (PANYNJ), Metropolitan Transportation Authority (MTA), and other Public Agencies. Most of the work will require evaluating the feasibility of ground-mounted signs as alternatives to Overhead Sign Structures (OSS), designing replacement sign panels to comply with the latest Federal standards and site-specific needs, and assembling contract plans, designs, specifications, notes, proposals, and estimates for independent contracts or integration into other suitable contracts.
As the Director of Design, Outside Projects, the selected candidate will have wide latitude for independent judgment, initiative, and action in identifying, planning, coordinating, and overseeing the development and progress of sign and marking improvements on these facilities within New York City limits. The foundational standards for this work include those developed by FHWA, MUTCD, NYSDOT, PANYNJ, MTA, when applicable, with consideration of NYC standards and experience. The Director of Outside Projects will also be required to oversee the development of standards and details to further elaborate on the foundational standards noted above for use in the New York City context.
The candidate selected for this very exciting but challenging position will be expected to clearly and effectively communicate both verbally and through written policies, reports, and correspondence with all stakeholders. The selected candidate will be responsible for ensuring adherence to all agency safety rules and regulations in creating a safe work environment for themselves and colleagues, ensuring all safety equipment and gear are used and worn properly where/when required.

Preferred Skills:
Familiarity with street design standards and guidance from FHWA, MUTCD, NYCDOT, AASHTO, NACTO, and NYSDOT. Knowledge of Transportation Planning and Traffic Engineering principles. Familiarity with AutoCAD, GUIDESign and Microsoft Office Suite. Proactive and collaborative work style; Strong organizational, communication, administrative, writing and presentation skills; Strong time management skills with the ability to prioritize responsibilities effectively in a fast-paced environment; and, easily adaptable to changing technologies. Valid NYS Driver’s License required.

Note: Less than 2 yrs. City Service - New Hire Rate: $104,720 2 or more yrs. City service - Minimum Incumbent Rate: $120,428 *** To be considered for this position, candidates must be serving permanently in the title of Civil Engineer or be reachable on the open competitive civil service list for Exam Nos. 4030, 156. ***
This position is eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37
