Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:
Under general direction, performs a variety of duties in providing quality oversight on design and construction projects; performs quality audits, design reviews, submittal reviews, contractor design reviews and interfaces with design and construction personnel; provides timely analysis, studies, reports, surveillances, and audits; monitors and reviews work of consultants and contractors; provides quality oversight of civil engineering design, integration, and construction work; performs advanced level professional civil engineering; performs a variety of tasks related to quality oversight and quality system implementation requirements on design and construction packages. Mentors, coaches and guides QA Engineers in maintaining the established standards of work.
ESSENTIAL FUNCTIONS:

- Performs quality reviews on contract documents, specifications and construction submittals to ensure compliance to established Agency technical procedures, standards and criteria regarding civil engineering, performs a quality review on civil engineering design drawings, specifications, calculations, analyses, and reports produced to ensure completeness, accuracy, and compliance with Agency policies and design criteria, design plans and contract documents for design errors, construction issues, conflicts, and interface coordination; writes review comments and assessments of results; and signs off when comments have been addressed.
- Performs advanced professional level duties in support of engineering design and construction programs; develops and applies design criteria, engineering standards, technical criteria, and quality procedures related to civil facilities, track work, structural, geotechnical, traffic, utilities, and roadways. Performs technical review of a variety of plans, agreements, and documents. Conducts quality oversight surveillances and audits; reviews construction manual, specification checklists and master specification submittal list; develops checklists and reports for quality audits, construction surveillances and assessments on assigned design and construction contracts; prepares quality system documentation; analyzes and evaluates Agency Requests for Deviation (RFD) and Nonconformance Reports (NCR) for processing through the Agency Material Review Board, and evaluates changes to design and construction quality management plans submitted by design consultants and contractors.
