Position Description
The Clean Energy Partnership – Program Coordinator, Workforce Development (Program Coordinator) is a federally funded position in the Governor’s Energy Office (GEO) that will serve as an analyst and coordinator on key areas related to advancing clean energy workforce and innovation in the state of Maine. The GEO is the designated State Energy Office and serves as the primary advisor to the Governor on energy issues. The position is funded for two years with the potential for a longer term depending on funding.

The Program Coordinator will report to the Clean Energy Partnership Program Manager and support GEO on clean energy workforce development and innovation efforts in support of the state’s Clean Energy Partnership initiative funded by the Maine Jobs and Recovery Plan. The Partnership convenes industry, workforce, educational and other stakeholders to develop programs and policies to support the sector to meet the goal of doubling Maine’s clean energy and energy efficiency jobs by adding around 15,000 jobs by 2030. The role will also include seeking opportunities to coordinate support for clean energy businesses, including innovation opportunities. Work will include:

  • Managing under the supervision of the Program Manager, the development and implementation of the Clean Energy Partnership—Workforce Development programs funded by federal funds provided to the state and allocated to the GEO through the Maine Jobs and Recovery Plan and additional federal programs.
  • Supporting the implementation of the Maine Clean Energy Jobs Network job board and training database, and promoting and developing additional resources to connect clean energy and energy efficiency businesses with workers.
  • Coordination and management of processes involved with contracting, vendor engagement, workforce development program implementation and on-going operations. The Program Manager will be responsible for ensuring project requirements, budget, including any reporting requirements are met.
  • Supporting stakeholder engagement with key state partners and external entities to leverage existing programs and advance and support the programs developed. A critical component of this work will include direct stakeholder engagement and management of the process, including cross-agency coordination and private sector engagement.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: 

  • Knowledge of workforce development, energy/natural resources, and/or innovation/startup support preferred.
  • Experience in administration and managing budgets and grants preferred.
  • Excellent communicator, in writing and speaking, is necessary and experience with facilitating stakeholders and diverse opinions is preferred.
  • Strong attention to detail.
  • Team-orientated work style.
  • Ability to work in Augusta, Maine and travel throughout the state, as necessary and as
    appropriate (though hybrid working environment is possible).

MINUMUM QUALIFICATIONS:

  • A Bachelors’ Degree in a related field and three (3) years of directly related training, education and/or professional level experience in public/business 
    administration which may include experience in program development, analysis and implementation, and grant management and administration.
  • Project management of complex projects with multiple stakeholders, is preferred.
