Position Summary

The Chief Human Resources Officer (CHRO) is responsible for all of the Human Resources functions for the Massachusetts Department of Transportation including but not limited to HR strategic planning and policy development, Center for Labor and Employee Relations, classification and compensation, talent management, employee engagement, recruitment, benefits administration; employment, employee development, employee assistance programs, HRIS and personnel processing. These responsibilities will include oversight of the following: Civil Service administration; recruitment and selection; hiring, staffing, workforce retention; organizational analysis; classification reviews; compensation management, performance management; employee programs and leave policies; onboarding and offboarding, integrated disability management, HR systems and personnel records management.

Duties and Responsibilities

The Chief Human Resources Officer is charged with ensuring the successful implementation of strategic priorities and initiatives that focus on the following areas:

  •  Human Resources – Under an Enterprise Services model, the HR Department drives HR strategies and provides innovative, reliable HR services to internal and external customers while promoting effective, efficient government and carrying out the mission and goals of the Massachusetts Department of Transportation (MassDOT). These services include, but are not limited to, the areas of Classification and Compensation, Employee Engagement, Employee Programs, Benefits Administration, Talent Management, Recruitment and Retention, HR Processing and Records, Risk Management, Workers' Compensation, Wellness and Absence Management.
  •  Administers and oversees the overall operations and administration for Human Resources within MassDOT, while ensuring that all administrative policies, programs and procedures and all contractual, statutory, and administrative obligations are met. Develop innovative, efficient, and effective management and workforce strategies necessary to accomplish the overall mission and goals of the Massachusetts Department of Transportation.  Responsibilities include planning, directing, controlling, and evaluating the functions of:
  •  HR Strategy and Policy Development – includes formulating recommendations on major strategic management, policy and technical decisions and questions for final decision by the Asst. Secretary and Secretary on matters related to Human Resources, providing HR strategic and consultative advice to senior business leaders and participating on the Statewide HR Advisory Council.
  • Benefits and Leave Administration - includes oversight of the administration of employee benefits to all employees of the MASSDOT, including administration of EILB, FMLA and all leave of absence requests, performance management systems, marketing/branding MASSDOT as an “Employer of Choice,” development and implementation of strategic on boarding model, new employee orientation and exit interview process. 
  •  Position Classification and Salary Administration - includes oversight of proper classification of all management and non-management positions, maintenance of organizational charts and position descriptions, salary administration, to all employees of the MASSDOT,
  • Staffing and HR Operations/Services - includes oversight of allocation of positions, timely processing of appointments, promotions, transfers and demotions, addressing vacancies through civil service lists, promotional bulletins and postings, management of operating and bond accounts to remain within limitations of budgetary restraints
