Legislative Analyst, Senior (SAF/AQ - Space Acquisition & Integration) - TS/SCI

Responsibilities

OBXtek is currently staffing for a Legislative Analyst, Senior in the Space Program Directorate (SAF/SQ).  This position supports the Secretary of the Air Force Headquarters on the Staffing and Technical Acquisition Services Support II (STAQSS II) contract. SAF/SQ is responsible for acquisition policy, direction and management of a $28 billion annual budget of Space Force research and development, test, production and modernization programs. Guides 7,000 worldwide acquisition personnel in the management of over 60 major acquisition programs in mission areas including Satellite Communications; Space Launch; Position, Navigation, and Timing; Missile Warning; Remote Sensing; Space Domain Awareness; Offensive and Defensive Space Control; and Space Command and Control. Formulates the $145 billion Space Force investment strategy for acquiring systems, supplies and services to provide combat capability to joint warfighting commanders. Further, SAF/SQ is responsible for planning and coordinating the acquisition processes and coordinating architecture integration of independently acquired systems within the DAF and across the Armed Forces. Additionally, SAF/SQ has overall responsibility for space architectures and integration of space capabilities, in collaboration with the Chief of Space Operations (CSO), as well as space policy issues for the DAF; advises the Space SAE on the acquisition of space systems and programs; oversees and directs the Space Rapid Capabilities Office (SpRCO), Space Systems Command (SSC), and Space Development Agency (SDA) (including any future evolutions of such organizations) with respect to space architectures and capability integration; chairs the Space Acquisition Council (SFAC) (upon confirmation and appointment); and is a member of the Air Force Council, Space Force Council, Capability Development Council, Special Programs Oversight Committee (SPOC), and other policy/governance bodies related to its core missions. SAF/SQ CLINs shall be separated in options years from the other Core personnel as there exists a possibility of descope due to Space Force maturation and implementation of Space Force contracting shops/vehicles.

 

The Legislative Analyst, Senior position directly interfaces with the Directorate Chief and Deputy Chief, points of contact on The Hill (representatives of the House Armed Services Committee – Defense; House Appropriations Committee – Defense), Legislative Liaisons and Directorate Program Element Monitors (PEM).  It focuses on monitoring and assessing the Congressional climate related to Air Force acquisition programs.

 

*This position is currently work on-site 5 days per week.  

 

The tasks for this position include:

• Continuously monitoring and assessing the Congressional climate and mood related to Space Force acquisition and acquisition programs of client interest.
• Identifying, researching, tracking, analyzing, and reporting on Congressional issues, activities, reports, and laws that impact or may impact Space Force acquisition or specific acquisition programs.
• Producing summaries and reports covering all Space Force acquisition, acquisition capability areas (including Science and Technology (S&T), and Space Force acquisition specialty capability areas), and individual acquisition programs.
• Monitoring, researching, and reporting on key issues pertaining to Authorization and Appropriations processes.
• Researching and analyzing Congressional inquiries/inserts/appeals, testimony, Posture Position Papers, Appeals, Major Budget Issues, and DoD (IG), CBO, and GAO reports.
• Reviewing and providing data to assist in the preparation for legislative hearings, testimony, program documentation, briefing packages and read-aheads for Congressional staffer visits, formal QFRs, and other events to ensure an integrated and consistent Space Force position in response to Congressional questions, issues, and requests for information.
• Researching Congressional transcripts, press releases, public events, documents, and information.
• Providing summaries, analysis and reviews of such transcripts, hearings, events, and Congressional activities.
• Providing educational training and materials on the budget enactment process including staffer days and the congressional process.
• Maintaining a legislative database. This database must include funding and language information by committee for Space Force acquisition programs throughout the “mark” process to final passage, legislation to include defense bills and reports, information on key congressional personnel to include their biographical histories and their interest areas, biographical information on key staff, and transcripts on Space Force acquisition-related hearings with member and respondent hearing quotes
