Overview
Miracle Systems is seeking a senior management analyst to perform a combination of analyst/program management duties for a DHS CISA organization. The position requires preferably a background in cybersecurity program management or something similar.
Responsibilities
• Provide strategic and programmatic cybersecurity, and organizational support to the O&E Branch Chief.
• Perform organizational or program operation assessment to identify opportunities for integration and collaboration.
• Leverage operational insights to shape strategic direction of the Branch by establishing realistic goals and measurable objectives that align with CB leadership’s priorities, CISA’s cyber mission focus areas, and the Administration’s National Cybersecurity Strategic imperatives.
• Conceptualize, develop, and review cybersecurity programs performance and effectiveness in executing their respective mission and assisting agencies to improve their cybersecurity risk posture.
• Support development and implementation of multi-year Strategic Plan, if needed, to drive unity of purpose and collaboration to achieve common goals.
• Support strategic engagements with key senior stakeholders both at CISA and OMB to provide important program updates, discuss and obtain feedback/concurrence on strategic direction and new program initiatives, and capture requirements where applicable.
• Conduct review of cybersecurity risks across multiple programs to identify risk trends across the Federal Civilian Government, agencies’ remediation performance, and technical feasibility of recommended solutions, and recommend cybersecurity best practices or solutions that CISA can deliver to assist agencies with improving the cybersecurity posture the Federal Civilian Enterprise Network.
• Leverage cyber threat intelligence to enable effective cyber risk mitigation prioritization.
• Conceptualize, develop, and implement new program elements, approaches, processes necessary to accomplish cybersecurity program strategic goals and objectives.
• Support cross-functional coordination and collaboration to deliver on defined or changing priorities.
• Establish and implement program management structure to manage multiple projects through completion.
• Perform continuous program improvements by analyzing current operations, identifying gaps, developing and presenting solutions for concurrence by critical stakeholders, and implementing solutions to produce defined outcomes.
• Analyze strategic alignment with new or upcoming cybersecurity executive order(s), policies, NIST guidance, National Cybersecurity Strategy, etc.
Qualifications
Required
• Strong leadership, strategic, programmatic, cybersecurity, data analysis, organizational skills
• Strong communication skills through both writing, building out documents and briefings, and acting as a facilitator.
• Strong planning and management skills to effectively manage multiple tasks/projects toward successful completion.
• 15-20 years experience, BS or BA (Business Management, Organizational Management, Cybersecurity Policy)MBA or related field.

• Demonstrated experience in leading engagement teams to deliver impactful Strategy, cybersecurity, program management support to Federal agencies
• Strategic thinking, planning, and execution mind-set and abilities.
• Self-driven, mission-oriented, highly motivated to deliver exceptional support to clients and mission priorities.
• Ability to understanding key stakeholders, their priorities, and design communications to foster ongoing partnership across CISA, OMB, and Federal agencies.
• MBA or MS
