REGIONAL DIRECTOR OF CLINICAL OPERATIONS

This position is for a Regional Director of Clinical Operations located in the Central Office Division.

Salary is up to $125,000.00 based on education and experience.

JOB DESCRIPTION:

Under the direction of the Executive Director, coordinates agency-wide clinical and nursing services. Ensures Veterans Homes are adhering to U.S. Department of Veterans Affairs (USDVA) and State of Oklahoma Department of Health regulations for the quality of care, residents’ rights, employee screening, vendor relationships, record keeping and documentation. Directly involved in the establishment of appropriate agency procedures and policies and monitors the enforcement of standards for each employee, vendor, or contractor and for ethical and legal conduct expected in the care of residents and the operation of the Veterans Homes.  Performs related work as required.

TYPICAL WORK FUNCTIONS/ACTIVITIES:

• Analyzes the results of annual surveys and verifies that the homes have effectively addressed deficiencies; Documents oral or written responses to requests for advice for government agency representatives and retains a record.

• Establishes, coordinates, and utilizes the compliance committee which ensures appropriate corrective action for noncompliance; functions as liaison between Quality Assurance (QA) and all other veterans homes;

• Establishes audits and/or oversees timely, systematic/periodic audits of the homes operations to determine compliance oversees staff’s management of all VA and Nursing Home Care Act requirements.

• Audits reports and analyzes data regarding resident care, resident conditions, staff performance, homes systems and procedures. Verifies completion and accuracy for state submissions through audit process/staff;

• Assists in the planning and/or direct education and training program(s) for the homes employees.

• Conduct focus reviews per Executive Director.

• Reports incidents of mistreatment, neglect or abuse to the home administrator and other officials as required by law;

• Routinely performs in person visits and observations of the state veterans homes. Each Regional Director of Clinical Operations covers approximately half of the state’s homes.

KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of professional techniques, both documentation and observation skills, and their relations to legal obligations and skills in their application; Good knowledge of all relevant regulations and guidelines, including standards of practice for appropriate legal and ethical conduct of staff; Working knowledge of laws and regulations governing nursing homes; Working knowledge of principles and practices of homes administration; Ability to manage large volume records and reports related to the management of the home; Ability to explain and interpret findings of the quality assurance committee and other related reports; Ability to secure the cooperation of others; Possesses integrity, honesty, dependability, resourcefulness, and professionalism.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Nursing; Master’s Degree preferred; three (3) years experience in a multi-facility nursing operation with at least one (1) year experience as a Director of Nursing or Facility Surveyor.

This position has been designated as exempt from the civil service rules established by the Civil Service and Human Capital Modernization Act.
