Your Specific Responsibilities:

Responsible for planning, coordinating, compiling, and monitoring the development, review, and finalization of the Title V Maternal and Child Health Block Grant (MCHBG) applications and annual reports, including submission to the federal grantor agency by the specified due dates; maintaining readily accessible electronic copies of all MCHBG grant related documents.

 

Responsible for the tracking Maternal and Child Health (MCH) related legislative bills; serves as lead for preparing and/or coordinating the review and analysis of MCH related legislative bills and developing and updating implementation plans associated with new MCH related or assigned legislation. Also Assists with writing legislatively assigned annual reports.

 

Serves as lead for development, promulgation, review, maintenance, and repeal, as necessary, as MCH related administrative rules. Assists with data analysis and preparation of position papers, correspondence, reports. Assists with development and management of statewide budget issues and other grant applications/ monitoring, as requested and/ or assigned. Also serves as the lead grant writer for the MCH section this includes searching and applying for other grant opportunities.

 

Serves as lead for coordinating, organizing, collecting, responding, and reporting to MC State Health Improvement Plan (SHIP) and Agency Strategic Plan request. Facilitating state steering committee meetings under the SHIP Priority Area Workgroup (PAW).

 

Provides technical assistance to and consultation with MCH Section staff and other Bureau and/or Division staff in the development, implementation, and evaluation of MCH initiatives with an emphasis on policy and procedures. Reviews and analyzes policies, procedures, guidelines, and related directives (new or existing) and evaluates impact on MCH operations and based on analysis, makes recommendations to improve operations.

 

Performs other related work, as required.

 

Required Knowledge, Skills, and Abilities:

Knowledge, skills and abilities, including utilization of equipment, required for the position. Ability to organize data into logical format for presentation in reports, documents and other written materials; ability to conduct fact-finding research.  Ability to utilize problem-solving techniques; ability to work independently; ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; ability to plan, organize and coordinate work assignments; ability to communicate effectively; ability to establish and maintain effective working relationships with others; ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.

 

 

Qualifications:

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. The incumbent may have access to records containing social security numbers in the performance of job duties.
