What You Will Do:

The work is in support of the Deputy Chief of Naval Operations, Information Warfare (OPNAV N2N6) Tactical Networks & C3 Division (N2N6N) portfolio. These systems consist of afloat and ashore Information Technology (IT) systems, infrastructure, networks, architectures, satellite communications (SATCOM) and associated ground stations, Maritime and Terrestrial Communications Systems, Electromagnetic Environmental Effects (E3) Spectrum Supportability (SS), nuclear command, control, & communication (NC3), and submarine communications.

This person will be on a team of ten with four senior program analysts who can mentor and train. A positive, faced-paced collaborative environment within the Pentagon.

Key / routine duties include:

  • provide technical assessment and operational support;

  • conduct programmatic analysis support services;

  • conduct data collections and research services;

  • provide process analysis and reengineering support services;

  • assist with prioritizing, validating, and adjudication of requirements and capabilities analysis.


What You Will Need:

  • An ACTIVE and CURRENT SECRET federal security clearance

  • ​FIVE (5) years or more years of overall experience in Tactical Networks and Communication, Command, and Control (C3) and in at least one of the following programs, projects, and initiative areas: Consolidated Afloat Networks and Enterprise Services (CANES), Automated Digital Networking System (ADNS), Shore Tactical Assured Command and Control (STACC), and Enterprise Pier Connectivity Architecture (EPCA) Wideband and Narrowband SATCOM covers satellite communications (SATCOM) and associated ground systems, Tactical Communications covers the area of Maritime and Terrestrial Communications Systems, Submarine Strategic and Tactical Communications, and Take Charge and Move Out (TACAMO)

  • Working knowledge of ALL of the following (OR similar) financial and IT systems databases: RAPS, PBIS, PBIS-IT, DITPR-DON, and DADMS

  • Expert level skills in data-mining these and other data sources, both within and external to the DoD

  • Ability to commute/work from the Pentagon full-time

What Would Be Nice To Have:

  • Comprehensive level of historical cost / budgeting knowledge of and experience working within and across the entire Tactical Networks and Communication, Command, and Control (C3) portfolio

  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the General knowledge and experience with OPNAV Resource Sponsor responsibilities, preferably within the Navy Information Warfare Community

  • Understanding of Navy Resource Offices, OPNAV N8, OPNAV N9, FM&C, and Budget Submission Office (BSO) POM integration activities

  • General knowledge of Navy Correspondence and Navy staffing processes
