This is complex administrative and health care regulatory work assisting the Deputy Secretary for Health Quality Assurance with overall division functions.

This position will provide subject matter expertise and project coordination with all six bureaus within the Division and assist with coordinating activities between Medicaid and the Division.

This position reports directly to the Deputy Secretary.

 

This position has been identified as mission-critical.

The incumbent in this position may be required to work during the weekend or on holidays.

In addition, mission essential personnel will be required to work during disasters, to include, but not limited to, work before, during, and/or beyond normal work hours or days in the event of an emergency.

Emergency work may require the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.

Emergency duties may include, but are not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

 

The specific functions will include assisting in the management and oversight of the regulatory processes throughout the Division of Health Quality Assurance.

This includes working with the staff of each bureau, providing support and management guidance, disseminating related data, and assisting bureaus with the development of processes and procedures related to work processes.  

 

Participates in both state and federal audits, including data review, engagement with auditors to respond to inquiries, development of actionable responses as required, and monitoring of responses to audit reports to ensure the Division is in compliance.

 

Participates in the legislative review process.

This includes review of legislative bills and amendments impacting the Division to ensure analyses reflect appropriate policy and/or regulatory authority and oversight. 

Participates in the development of legislative requests impacting the Division.

 

Participates in the rule development process, including coordinating activities with the licensure and regulatory units.

This includes participating in the development of rule language, and participating in workshops and hearings. 

 

Participates in emergency preparedness and management, including pre-planning, activation, and after-action activities.

This includes active engagement with Health Care Coalitions, partner agencies (including after-action meetings), operating procedure development, and staff training development.

 

Serves as a liaison with other offices within the Agency, as well as health care professional associations and other individuals and organizations related to health planning and regulatory activities.

Research, compiles information, manages projects, and prepares reports required in completing special assignments, compiles and analyzes data related to administrative and health care regulatory duties, and planning issues.

 

Serves as a team lead and project coordinator for a multi-disciplinary team within the Bureau of Medicaid Program Integrity (MPI) dedicated to the rapid discovery and assessment of emerging fraud schemes, abusive behaviors, and systemic program vulnerabilities.

The team is responsible for proactively identifying, assessing, and escalating newly emerging or adapting schemes, trends, program vulnerabilities, and patterns in billing, prescribing, utilization, as well as other provider behaviors.

The team lead coordinates efforts, timelines, reporting, and communication, and ensures integration with broader program integrity strategy.

The team lead is also responsible for reporting and escalating findings to the MPI Chief and Assistant Chief, as well as the Deputy Secretary of HQA as needed, for coordinated response and remediation, which may include audits, investigations, or field operation initiatives.
