Summary
Responsible for day-to-day operations, management, and oversight for all residential services. Assures that quality services and supports are provided to individuals that result in desired outcomes consistent with agency mission, policies and procedures and relevant regulatory requirements. Oversees, monitors, and ensures proper management of department budget and expenditures. Is accountable for department compliance with appropriate contracts, rules, and regulations and their associated reporting and survey requirements.
Demonstrates and practices the New Avenues to Independence values. Responsible to promptly report to supervisor any circumstances that negatively affect the health, safety, or wellbeing of residents, staff, the agency or its property and equipment.
Essential Duties and Responsibilities include the following; other duties may be assigned:
Program Supervision
- Direct supervision of assigned management staff and indirect supervision of all other staff working in the program.
- Participates in admissions process and assists with transition of new enrollment; responsible for growth and development of programs, services, and supports within department.
- Oversees the development and provision of an ongoing active treatment program for individuals served that adequately meets their needs; complies with applicable regulations, rules, and contract.
- Responsible for monitoring and responding to ICF communication, data contained within the ODH and DODD portals.
- Participates in ODH and DODD surveys including developing, submitting and implementing Plan of Corrections for ODH surveys online.
- Visits individuals with such frequency as to be familiar with overall needs, living conditions and appropriateness of supports and alignment of service delivery.
- Ensures Incident Reports and logs are completed timely and appropriately reviewed in Incident reporting committee, if appropriate. Ensures MUIs are investigated and completed appropriately.
Staff Supervision
- Oversees and ensures proper development and implementation of appropriate staffing schedules, patterns, and assignments.
- Effectively participates in the position development, recruitment, selection, and retention of staff within the department in collaboration with Human Resources.
- Ensures that department staff has the knowledge, skills, and abilities to perform assigned job duties.
- Monitor scheduling modules in Data Plus (Solana), address any issues with management staff.
Quality and Compliance
- Responsible for developing and implementing systems, documentation practices, and quality assurance procedures that result in compliance with agency policies and applicable regulations to ensure:
- Health, welfare and safety measures are in place and monitored for individuals
- Individual’s quality of life is improved per their person-centered plan.
- In conjunction with Quality and Compliance department, will ensure compliance with Quality Indicators rule and NATI policy.
Finance
- Ensures department compliance with “personal funds” requirements of DODD, Social Security and agency policies and procedures, including property inventories, resource limits, cash on hand, reconciliations, etc. Collaborates with the Finance Department on developing, maintaining and implementing written procedures.
- Conducts ODDP reviews periodically to ensure they are current and updated as needed.
- Ensures that the Residential Department Board report and other requested reports are completed and submitted to the Chief Operating Officer (including justification of the staffing pattern) to assess the effectiveness and efficiency of the department.
Community Relations
- Serves as liaison with staff, stays in communication with family members, guardians and other regulatory agencies associated with the department.
Other
- Pursues ongoing learning and professional development, including participating in meetings with trade associations related to ICF and Waiver Workgroups.
- Participates in agency Strategic Planning Process with the agency’s Senior Leadership team.
