Job Summary
 

The Capital Project Delivery unit manages a sizable capital projects portfolio through the use of in-house project managers.  Nearly 90 percent of the portfolio’s projects are valued at less than $2 million.  The ED for CPD leads the development of capital program processes and staffing to deliver successful projects. To this end, the ED for CPD will have the responsibility of ensuring that scope, schedule and budget are aligned on capital projects. 

Reporting to the Associate Vice President for Facilities Services, the Executive Director for Capital Project Delivery (ED for CPD) will manage all resources of the capital projects delivery process from the design phase through commissioning and close-out. The ED for CPD  will be responsible for the construction and renovation of the University's physical assets and bringing assets online in the most efficient and effective manner.
Responsibilities

The successful candidates will have a history of senior leadership experience and accomplishments within a similarly complex environment, preferably within a major research university and/or academic medical center; the ability to work with senior leaders and professional staff in delivering capital projects on-time and on-budget; depth of experience to lead a best-in-class capital projects delivery organization; and, the capability to manage programming, design and construction of capital projects.

Responsibilities

• Develop and manage project budgets.

• Develop scope of work.

• Develop and manage project schedule.

• Coordinate with the planning group.

• Develop contract documents.

• Conduct design reviews.

• Coordinate with operations and maintenance / energy and utilities.

• Insure code compliance.

• Manage construction projects.

• Commission and close-out of capital projects.

• Challenge cost and schedule estimates of architects and construction contractors.

• Guarantee stakeholder information and communication.

• Achieve newly established goals for diversity in construction contracting, 35% MBE/ 6% WBE.

• Update the Project Delivery Guide.

• Provides strategic divisional leadership and direction through senior managers. Responsible for unit budgetary plan. Establishes policies and protocols to enhance the central pedagogical mission and operational goals of unit.

• Serves as high-level representative for a unit, and structures the framework for partnership development with other academic, research, and administrative units within the unit and of the University.

• Conduct all business with integrity and ethical dealing.

• Performs other related work as needed.

Minimum Qualifications
 

Education:

Minimum requirements include a college or university degree in related field.

Minimum requirements include knowledge and skills developed through 10+ years of work experience in a related job discipline.

Preferred Qualifications

Education:

• Bachelor's degree or higher in Architecture, Engineering, Construction Management or a related field.

• Master's degree, highly preferred.

Experience:

• A minimum of twelve years of experience in Planning, Design, Construction Management and Capital Improvement programming.

• Must possess executive level experience in facilities management and demonstrated leadership, management, and organizational skills.

• The successful candidate will have senior experience in a complex higher education institution and/or academic medical center.

• Proven track record of managing the program, design and construction of large, complex facilities projects and ability to work well with people at all levels, including executive management.

• Knowledge of facilities operations, engineering and architectural systems, and applicable codes, standards, and regulations, preferably in a university, hospital, or research laboratory environment

Licenses and Certification: 

• Professional registration preferred.
