Reporting directly to the Program Manager, the Transition Manager (TM) will lead all contract transition-in activities to ensure a seamless, efficient, and compliant handover from the incumbent contractor to the new contractor at Hawthorne Army Depot. This role is responsible for developing and executing a comprehensive Transition-in Plan, coordinating with the incumbent contractor, Government stakeholders, and internal functional leads to achieve full operational capability within the required timeline while minimizing disruption to critical depot operations, demilitarization, maintenance, property management, and tenant support. The Transition Manager will oversee personnel onboarding, Government Property accountability transfer, records migration, licensing/permitting, IT/network access, security requirements, and all other transition elements in a high-security, high-hazard GOCO environment.
This is a contingent position expected to be located in Hawthorne, NV. The pay range for the position will be provided at the time the position is no longer contingent.
What You'll Do
- Develop, submit, and execute a detailed Transition-in Plan (CDRL R001) within 21 days of contract award, identifying all required tasks, milestones, dependencies, and completion dates.
- In direct coordination with the PM, serve as the primary contractor point of contact for transition activities with the incumbent contractor, PCO, ACO, COR, and other Government offices; facilitate open communication and timely resolution of issues to prevent schedule impacts.
- Lead bi-weekly transition meetings with the Government and incumbent contractor; provide status updates, progress reports, risk mitigation plans, and recovery actions for any schedule slips.
- Develop and execute a comprehensive hiring and workforce transition plan, including outreach to incumbent personnel (as permitted by law), personnel records transfer, and onboarding of the required skill mix to meet contract performance requirements.
- Coordinate the transfer and novation of licenses, permits, leases, subcontracts, Collective Bargaining Agreements (CBAs), and tenant use agreements; ensure continuity of the Facility Contractor Account balance and other financial and administrative elements.
- Oversee joint inventories and inspections of Government Furnished Property (GFP), Government Furnished Equipment (GFE), facilities, and real property with the incumbent contractor and Government; ensure proper accountability transfer and documentation.
- Manage the transition of Director of Information Management (DoIM)/NEC services, including requests for physical and network access, CAC issuance, security clearances, IT equipment, hardware and software validation, and transfer of procedures, databases, records, and vendor contacts.
- Ensure all transition personnel receive required training, qualifications, licenses, and certifications prior to assuming operational responsibilities.
- Coordinate the purchase of long-lead materials and supplies, and the retention and transfer of technical data, records, and classified information.
- Support transition of all operational areas, including standard depot operations, demilitarization, facility maintenance, Government Property management, safety, environmental, and tenant support functions.
- Identify and mitigate transition risks; develop contingency plans to maintain mission continuity and operational readiness during the phase-in period.
- Track and report all transition-related CDRLs and deliverables on schedule.
- Provide regular status briefings to senior leadership.
- Support the BD/ARMS program at the Depot; work with the BD/ARMS Lead to provide Engagement and Partnership support and help develop and revitalize the ARMS program for the benefit of the Hawthorne Installation.
- Bid and proposal support if requested.
- Other duties as assigned.
