Summary/Objective:
As a CHJC employee, the Foster Care Homefinding and Intake Supervisor is committed to creating opportunities to enhance lives one relationship at a time. Essential Functions:
1. Provides direct supervision of the Foster Care Recruitment and Training Specialist, the Intake Worker, and assigned Case Planners
2. Meets with staff for supervision, mentors and professionally develops. Provides support and guidance and completes performance evaluations and corrective action plans, as needed for each direct report
3. Works with the Foster Care Recruitment and Training Specialist to assist in the recruitment of new Foster Parents to include initiating rapid response meetings and attending recruitment events (North Country Region)
4. Responsible for oversight of Foster Parent certification and retention
5. Checks references and conducts necessary background checks, as needed
6. Inspects all Foster Homes to ensure safety and compliance during initial consultations
7. Monitors Foster Homes to ensure they meet CHJC and NYS regulations
8. Acts as the designee responsible to search CONNECTIONS at a minimum of daily, to identify any foster children in a home involving a report of suspected child abuse or maltreatment
9. Certifies and re-certifies Foster Homes in accordance with NYS regulations
10. Approves all Home Studies as an initial requirement for certification for each Foster Family
11. Oversees on-going written and verbal notification to each prospective and certified Foster Family as needed
12. Oversees the referral/intake/respite process and assists with the determination of each successful placement
13. Partners with Casework Coordinators to ensure supervision of casework practices
14. Partners with each referring Agency
15. Completes all required documentation
16. Handles other duties as assigned by the Foster Care Manager
Agency/Regulator Compliance
- Maintains case records/charts on all Foster Parents and ensures that all necessary documents are obtained
- Offers and monitors continued Foster Parent training after certification, in compliance with State regulations and CHJC expectations.
- Becomes thoroughly familiar with and keeps abreast of pertinent OCFS Regulations, Council on Accreditation of Services for Families and Children, and Child Welfare League of America quality and performance standards
- Responsible for assuring that certification of Foster Parents and their homes are in compliance with OCFS Regulations, including but not limited to: Part 443 Certified and Approved Foster Family Boarding Homes-Agency Procedures for Certification; Approval and Supervision, Part 444-Requirements for Licensed Certified and Approved Foster Family Boarding Homes and Part 435-Respite Care and Services for Families and Foster Families
Foster Parent Development
- Attends Train-the-Trainer training to become a NTDC facilitator
- Assist in the facilitation of Foster Parent In-Service Trainings
- Assist in the oversight of the Foster Parent Support Group
- Acts as the CHJC Representative at OCFS Regional Meetings
- Attends ongoing training as requested or required
Special Requirements:
Work Environment: Office environment will require occasional travel to recruitment events, conferences and/or meetings and moderate travel within the community to include off-site/in-home visits. Works in an office setting with a controlled temperature environment. Occasional exposure to inclement weather conditions may occur depending upon assignments.
Equipment: This position is required to maintain a working knowledge of related office equipment including personal computers and printers, audio-visual equipment, telephone systems, copiers, fax machines, etc.
Physical Demands: Must be able to sit, stand, walk, lift, carry, push/pull, climb, bend, and stoop. Must be able to perform fine motor skills, read, and type. Must be able to sit for long periods of time. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
