Purpose/Introduction

Chevron Phillips is currently seeking a Rail Commercial Specialist to join the Rail Services (RS) group of the Global Supply Chain organization at The Woodlands, TX headquarters location. The Rail Commercial Specialist is the subject matter expert regarding rail freight contract negotiations and pricing for Class I railroads.

 

This individual will manage Request for Proposal (RFP) processes with Class I rail freight contracts and work with CPChem Legal on obtaining favorable contract terms and conditions for CPChem. Additionally, the Rail Commercial Specialist will work to negotiate best in class rail freight rates for all CPChem product lines including Polyethylene, NAO/PAO, Specialty Chemicals, and Olefins.

 

This position serves as the main point of contact between CPChem and Class I railroads and overall SME for all railroad freight contracts.

Responsibilities

• Negotiates, establishes, and administers CPChem freight contracts with Class I railroads to include favorable contract terms and conditions.
• Facilitates the planning, analysis, and execution for the RFP process with railroads.
• Acts as the subject matter expert (SME) for rail freight and routing with ability to apply commercial knowledge to help resolve operational issues that may arise.
• Collaborate, communicate, and present to key internal stakeholders across all CPChem business units regarding rail freight costs.
• Serve as the main point of contact and CPChem representative to all Class I railroads.
• Lead project efforts as required to meet CPChem business unit and Supply Chain objectives to include analysis, recommendations, and support to implement.
• Assist and collaborate with CPChem Freight Payables and Freight Claims Specialists in the event of a freight or product loss claim, invoice discrepancy, or CPChem internal freight audit.
• Work with Rail Operations, CPChem Batch Allocation, and CPChem Logistics Account Coordinators to resolve routing and EDI issues that may arise.
• Serve as a backup for CPChem Rate & Route request inbox and point of contact with CPChem customer service and sales for new rail rate requests, re-shipments, and diversions.
• Core Rail team member for future growth projects regarding commercial rail needs.

Required Qualifications

• A minimum education of bachelor’s degree in supply chain, Economics, Business, Engineering or other business-related disciplines.
• A minimum of 7 years transportation/logistics experience. 
• Intermediate level expertise with Microsoft Office software applications, specifically Excel and PowerPoint.
• Excellent interpersonal skills with relationship management experience and superior written/verbal communication skills.
• Commercial experience drafting and maintaining freight contracts including ability to create and analyze complex data as needed.

• Demonstrated leadership with the ability to drive change with process improvement focus and problem-solving skills.
• Candidate possesses the ability to organize, prioritize, and implement multiple, complex tasks, meet deadlines and the ability to work independently.

• Candidate can work well with others and facilitate the participation of others in team processes; including the ability to act equally well in the roles of team leader, team member, or facilitator.
• A passion to excel, be customer-focused and results-driven, and the ability to effectively work with personnel at various levels including executives throughout the company and industry.

Preferred Qualifications

• Petrochemical knowledge.
• Rail industry experience with concentration in commercial negotiations. 
• Knowledge of SAP, rail transportation, and RAILTRAC fleet management system.
