DIRECTOR OF JUVENILE PROBATION

This position is responsible for the planning, development and maintenance of the probation and parole system of juvenile offenders under supervision of the Dauphin County Juvenile Court of the Court of Common Pleas. This includes overall programmatic, administrative, and fiscal oversight. Plans, directs and coordinates the Juvenile Probation activities and supervises management of subordinates to ensure optimum organizational performance measures and services. Monitors and analyzes laws, regulations, and best practices within the juvenile probation system and provides guidance in application, interpretation and the review of comprehensive management and statistical performance measure for strategic planning. Oversees the review, revision, and establishment of operational policies and procedures that align with Federal and state policies, regulations, and laws. Effectively manages budget and fiscal control activities including auditing, reporting requirements, staffing needs, training, personnel decisions, and disciplinary activities. Provides oversight and recommendations in court and for complex case actions, conflict resolution, staff meetings, and performs liaison duties and maintains effective relationships with the Juvenile Court Judges Commission and other agencies and community organizations. The position oversees a balanced and restorative system that pays equal attention to community protection, offender accountability, competency development and rehabilitation and victim reparation. The position ensures that the policies and practices are guided by evidence that suggests and demonstrates effectiveness.
ESSENTIAL FUNCTION OF JOB:
- Plans, organizes, and directs Juvenile Probation daily operations through subordinate managers and supervisors.
- Administers the fiscal responsibility for the preparation, development, and execution of the annual budget. Ensures fiscal accountability, and proper financial control by managing funds required for staffing, equipment, materials, and supplies, and monitors and approves expenditures, adjustments, and transfers. Reviews fiscal reports and operational documents to meet all reporting requirements of the state and county. Presents and defends the proposed budget at budgetary meetings and hearings. This also includes the preparation, application, monitoring, and reporting of all grants to the appropriate entities and the review and approval for any authorized purchases/expenses made by department personnel.
- Evaluates operational performance and ensures that subordinates are continuing to assess, identify, develop, and implement any corrective actions and strategies to enhance efficiency and effectiveness of probation and parole programs. Reviews work methods and departmental procedures, reports, workflows/processes, forms and equipment to ensure optimum organizational performance.
- Analyzes, interprets, and explains statutory requirements, rules, and regulations governing probation and parole programs and determines the impact, if any, on any court procedures and Juvenile Probation operations and provides recommendations on developing and revising established internal procedures, policies, and forms. Analyzes legislative proposals for changes and outlines impact for Juvenile Probation to remain in compliance with legislative requirements.
- Supervises department staff and handles related personnel matters which include personnel evaluations; job descriptions; ensuring compliance with court and county policies; and overseeing departmental disciplinary process. Administers personnel management by conducting interviews and making recommendations for hiring and promotions and any disciplinary actions. Evaluates staff performances and completes performance evaluations for management subordinates and provides regular feedback.
- Conducts investigations involving escalated employee matters or labor-management/relation issues concerning office practices, policies, and procedures concerning discipline, documenting the results, and corrective action. Consults with the Deputy Court Administrator for Human Resources on personnel matters.
- Identifies Juvenile Probation staff skills and training needs by continuing to remain current on adult probation and parole best practices on topics such as law, crime, and delinquency prevention. Consults and communicates new information to management subordinates to enhance workflow process for the overall staff to appropriately perform
