Raytheon is seeking an experienced and motivated Facility Security Officer (FSO) to oversee all aspects of industrial security compliance at a complex, possessing facility operating under 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) Rule. This position requires exceptional organizational, communication, and leadership skills to ensure full compliance with DoD and U.S. Government security requirements in support of classified programs. The FSO will report directly to the Regional Security Director and serve as the primary security authority for a 2,000-square-foot classified software engineering environment supporting over 1,500 cleared employees. The role includes direct supervision of a team of five industrial security professionals, coordination with functional partners across Raytheon’s Cyber, Physical, Counterintelligence, Special Programs, and Operations Security disciplines, and collaboration with external stakeholders including DCSA representatives, program leadership, and government customers. You must have proven ability to assess complex situations, interpret policy, and develop sound solutions that balance security and operational needs.
Strong written and verbal communication skills, with the ability to brief senior leaders and government officials are essential.
What You Will Do
Leadership & Compliance
- Serve as the principal advisor to site and program leadership on all matters pertaining to classified and industrial security under the NISPOM, DoD manuals, and company policy.
- Implement, maintain, and continuously improve the site’s security program to ensure compliance with 32 CFR Part 117 (NISPOM Rule), DAAPM, CSSNI, and other applicable directives.
- Lead a multidisciplinary security team responsible for classified material control, access authorization, visitor management, incident response, and continuous monitoring of the site’s security posture.
- Oversee the facility’s participation in DCSA, USG, and internal inspections and audits.
Program & Operational Support
- Direct and manage all aspects of classified information management, including document control, media handling, transmission, and destruction, ensuring protection of U.S. and foreign classified material.
- Conduct incident investigations and produce comprehensive reports for violations, adverse information, or insider threat indicators.
- Develop and execute corrective action plans to mitigate vulnerabilities and maintain compliance readiness.
- Provide security oversight for Direct Commercial Sales (DCS) international transmissions and coordinate with Global Trade and Export/Import (EXIM) offices as needed.
Training & Engagement
- Develop, deliver, and maintain a robust Security Education and Awareness Program, including briefings for new hires, periodic refresher training, debriefings, and special-topic security education sessions.
- Provide ongoing mentorship, coaching, and professional development to team members, promoting a high-performance and compliance-focused culture.
- Partner with site leadership to foster a strong security culture that aligns with Raytheon’s values and national security priorities.
Collaboration & Communication
- Serve as the primary point of contact with the Defense Counterintelligence and Security Agency (DCSA), ensuring effective communication and timely resolution of all compliance actions.
- Partner with internal stakeholders including Program Management, Engineering, HR, Legal, and IT to ensure security requirements are fully integrated across business operations.
- Manage relationships with subcontractors and external partners to verify their compliance with contract-specific and NISPOM obligations.
