About the role
Responsibilities
Peraton is seeking a Cost Volume Lead who will be responsible for preparing/overseeing cost volumes covering a broad spectrum of business areas and a diverse customer base,. The Cost Volume Lead will manage the cost/price proposal development process by performing the following duties:
- Oversight and management of cost volumes
- Provide cost volume leadership from Pre-Proposal through Submission and award
- Thorough review of solicitations in order to develop outlines, understand cross volume dependencies, and determine source(s) of cost volume content
- Development of cost volume completion schedules
- Development of cost volume compliance matrix
- Analysis of requirements, special provisions, and terms and conditions to ensure compliance with RFP requirements and corporate policies and procedures
- Develop cost narrative structures and make assignments of sections as applicable
- Work with Subcontracts Manager to prepare subcontract RFPs
- Is hands on with document development, including formatting, writing, editing, development of graphics, tables, etc.
- Write cost section narratives and collect other required content
- Editing and reviewing proposal sections for clarity, consistency, and adherence to templates and guidelines
- Conducting reviews, ensuring proposal content and narrative meets client requirements and expectations
- Collaborating with cross-functional teams, subject matter experts, and executives to gather information and insights for proposal content
- Work closely with Pricing Analysts to ensure that pricing is done in a manner that supports RFP compliance (e.g., CLIN/Task structures, reporting levels, etc.)
- Facilitates the synchronization of cost volume to other proposal artifacts
- Validation of pricing to material quotes, subcontractor proposals, BOEs, etc.
- Support development of Excel cost model deliverables
- Lead reviews and meetings (kick off, yellow, pink, red)
- Coordinate development and delivery of labor, non-labor, subcontract, and material inputs and supporting data
- Work closely with various functional organizations (Contracts, Subcontracts, Procurement, Human Resources, etc.) to coordinate responsibilities and schedules for cost volume content deliverables
- Ensure the cost proposal will formulate, communicate and implement an integrated cost/technical proposal strategy that provides the customer a clear and valid justification for selecting Peraton for award
- Lead cost volume validation crosswalks ensuring alignment with other deliverables (technical volume, staffing profile, etc) and fully compliant and correct Excel deliverables
- Support audits and participate in cost proposal clarifications or negotiations as necessary
- Perform other duties as assigned
Qualifications
Required
- Bachelor's degree in an area emphasizing finance or quantitative analysis methods (Business, Accounting, Statistics, Finance, Economics) or related discipline and minimum 8 years experience in a combination of Government Pricing and Cost Volume (CV) Development
- Thorough understanding of Government contracting processes and procedures
- Demonstrated knowledge of Government proposal development
- Experience in proposing different contract types (CPFF, CPIF, CPAF, FPIF, T&M, etc.) with an understanding of financial implications on program implementation of each contract type
- In-depth understanding of pricing concepts and principles
- Familiarity with Government Cost Accounting Principles and the FAR/DFAR
- Subject matter expertise in cost volume development and CV templates, familiar with pricing software (ProPricer) and reports
- Must possess a demonstrated ability to understand customer RFP requirements and develop these into compliant, high quality, competitive and compelling deliverables
- Highly proficient in desktop applications (MS Office Suite, especially MS Word & MS Excel)
