Position Overview

The Illinois Environmental Protection Agency (“Illinois EPA”) is seeking a highly qualified individual with a strong background in the budgeting, financial reporting, cash flow management, and accounting to serves as a Senior Public Service Administrator, Option 2 (Revolving Loan Fund Finance Manager) overseeing the Agency’s Revolving Loan Fund Finances.  The successful candidate will financially manage the Illinois EPA’s Water Revolving Fund Loan Programs for the Bureau of Water (“BOW”), the Energy Efficiency Revolving Loan Fund for the Office of Energy and the Brownfields Revolving Loan Fund for the Bureau of Land (BOL).  This individual is responsible for the administration of the statewide multi-billion-dollar financial assistance program for the construction of drinking water and wastewater facilities.  The successful candidate will manage the Financial Capability Unit as they represent the Illinois EPA in Generally Accepted Accounting Principles ("GAAP") package preparation, leveraged bond issuances, and monthly/quarterly/annually reporting. This individual will develop, recommend, and implement policies and procedures pertaining to the program area. This individual will serve as Agency liaison with Illinois Finance Authority, private and public organizations, officials of other departments, members of the legislature, officials of other states, and the federal government. Essential Functions

25% 1. Serves as the Revolving Loan Fund Finance Manager, acts authoritatively on policy making issues impacting the Agency in regard to Revolving Loan Fund Programs and statewide agency operations for the Illinois Environmental Protection Agency (IEPA);

  • Monitors all investment activities of the locally held funds held with the Trustee of the Illinois Finance Authority regarding Leveraged Bond Sales. 
  • Negotiates debt, capital, and other budget-related issues on new or existing capital program(s) with Illinois Finance Authority. 
  • Analyzes and monitors fund balance and cash flows of the Agency Revolving Loan Funds to work with the Manager of the Infrastructure and Financial Assistance Section, Agency Chief Financial Officer (CFO), Office of Energy, Bureau of Land and the Illinois Finance Authority relative to the capacity, need, and timing of issuance of additional leveraged bonds. 
  • Determines the appropriate level of appropriation that is required for the loan programs during each annual budget cycle. 
  • Directs, coordinates, and reviews the activities of operational and program personnel.
  • Reviews, modifies and implements existing program objectives or develops new program objectives.
  • Develops long range plans for and monitors progress toward accomplishment of the goals and objectives of the agency. 
  • Assumes all above for any additional Revolving Loan Funds created or acquired by the Agency.

Essential Functions Continued

20% 2. Responsible for directing the preparation of monthly financial statements for both the Clean Water and Drinking Water Loan Programs, and the respective Loan Support Programs.  

  • Prepares and produces all reports and submits to outside accounting firm(s) for preparation of the financial statements for the Clearwater., Drinking Water Loan and Laon support programs. 
  • Reviews all Generally Accepted Accounting Principles (GAAP) and financial statement information. 
  • Prepares monthly reconciliations for each Revolving Loan Fund for Obligations, Expenditures, Revenues, Federal Drawdowns, and Fund Balance. 
  • Maintains all general ledger accounts in the Loans and Grants Tracking System (LGTS). <
