DEPUTY CHIEF FINANCIAL OFFICER

Salary Range:           Up to $104,297

Work Location          100% in office

The Teachers’ Retirement System of Oklahoma (TRS) is seeking to fill the position of Deputy Chief Financial Officer. This is a full-time state employee position subject to the Civil Service and Human Capital Modernization Rules. TRS offers a comprehensive benefits package, including:

JOB DESCRIPTION:

Under the administrative direction of the Chief Financial Officer, the Deputy Chief Financial Officer assists in the planning, organization and coordination of the fiscal operations and financial accounting activities of the Teachers' Retirement System.  The System employs up to 52 FTE with an operational budget of approximately $12.6 million serving 205,000 active and retired members.

DESCRIPTION OF DUTIES

The Deputy Chief Financial Officer shall perform senior level financial and accounting functions and shall be responsible for assisting in the planning and directing of the Financial Reporting and Accounting functions of the Financial Division.   The Deputy Chief Financial Officer will supervise two accountants.  The essential duties of this position include, but are not limited to, the following:

Cash Management

  • Processes daily cash transfers to and from the custodian bank to provide for cash needs.
  • Prepares and transmits correspondence to the custodian bank and/or investment managers.
  • Updates daily registers and enters transfers into the State Treasurer system.
  • Works with the Business Manager and Investment Analyst to ensure money is available to pay operational claims and retirement benefit payments.

Retirement Benefit Payments

  • Processes monthly retirement benefit payments.

Financial Reporting

  • Prepares and directs the preparation of monthly, quarterly, and year-end financial statements, reconciliations and reports as well as assists in the preparation and review of the System's ACFR.
  • Evaluates, monitors, and recommends changes to policy and procedures to ensure agency meets accounting and financial reporting standards defined by federal, state, GASB, or other authorities.
  • Directs, reviews, and prepares audit schedules as required by the System’s internal and external auditors.  May be required to meet with the Systems’ Audit Committee to discuss the results of internal and external audits.

Accounting

  • Monitors the System's federal and state tax deposits to ensure compliance with federal and state requirements. 
  • Prepares the IRS 945 form and ensures that the information agrees with the System’s accounting data.
  • Prepares IRS forms 1099-R and ensures the 1099 export file is transmitted to the IRS on time.
