Details of Organisation/Business Directorate
Navy Infrastructure is a 1* led organisation within the Director Naval Staff 2* Directorate. Navy Infrastructure is led by the Deputy Director Infrastructure and as an organisation it is central to supporting Navy Command Operational Capability, its people and business outputs, and its performance therefore impacts the effective functioning of Navy Command (NC).
Navy Infrastructure is required to meet the challenge of maintaining its key business outputs whilst synchronising with, and contributing to, DIO and Defence Infrastructure Enterprise change and leading on the infrastructure element of the Navy major transformation programme.
Deputy Director Navy Infrastructure will implement the development of the Infra function across Navy Command and is the Infrastructure Head of Profession Navy. This will, over time, enhance infrastructure capability across NCHQ and at sites.
As a result of Transformation, Navy Infrastructure will ensure implementation of Navy Command Plan and Transformation priorities and targets within its own Infrastructure strategic planning and programme development. Decision making will be better enabled and accelerated with new data insight and asset management processes.
In terms of delivery, Navy Infrastructure is the Navy Command interface with the DIO, the team is responsible for the management and prioritisation of infrastructure resources across the RN Training, Naval Air Stations, LLS and Reserve estate, whilst ensuring that regulatory compliance is maintained. The IDAM VE (RFCA) team delivers a prioritised, risk-based plan for Navy Infrastructure (New build, sustain, and maintain) and assures delivery on a Property and Asset Management basis.
Navy Infrastructure will also need to continue its transformation journey - helping decide where transformation is needed and leading projects as they develop.
Job Purpose - Background and Context
The Post Holder is responsible for:
- To support the Navy Infra Delivery and Asset Manager VE RFCA (SIDAM (RFCA)) to develop and maintain a risk management approach to the management of the RN Maritime Reserve Estate to ensure that the infrastructure is safe, compliant, and sufficient to support capability and outputs as required by CMR and BRNC (capability areas).
- Assist the SIDAM VE (RFCA) to co-ordinate infrastructure requirements on the Maritime Reserve Estate (MR) to maintain and improve operational capability.
- Monitoring and assuring Hard FM Infrastructure service delivery at site level, including leading on the progress of projects contained within agreed programmes of work including Minor Programme, S&L, Billable Works within the Future Defence Infrastructure Services (FDIS) contract, pre-planned and reactive maintenance tasks, on behalf of the SIDAM (RFCA).
