Job Description

SUMMARY:

Reporting to the Director of Emergency Preparedness, the Emergency Medical Services Manager is charged with leading and developing the strategic direction and overseeing the delivery of day-to-day operations of the University’s Emergency Medical Services program to ensure high level quality of care and compliance with federal and state regulations. This position develops and implements policies, procedures and clinical operating guidelines for Emergency Medical Services to conform to best practices and regulations. The  Emergency Medical Services Manager recruits, hires, trains, schedules, supervises and evaluates a large cadre of volunteer student emergency medical technicians, and is responsible for the procurement and maintenance of ambulances and other emergency response equipment.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Directs, revises, and implements emergency medical services response, contingency, and recovery plans in coordination with University Police. Provides mutual aid to surrounding communities in cooperation with other provider agencies and area hospitals, contracts for and collaborates with EMS Medical Director provider. Conducts comprehensive risk assessments and implements ongoing proactive risk-prevention measures for the EMS program.

  • Serves as a member of the University Police Command Staff and assumes medical command when called upon. Supports on-scene incident management and command for large scale and complex incidents, working within the University Police incident command structure. 

  • Develops, implements and ensures compliance with policies and standard operating protocols for Emergency Medical Services response and operations. Administers and interprets applicable federal and/or state laws and regulations. Maintains emergency response dispatch and medical records in compliance with HIPAA and other regulations, and reviews all daily patient care reports to ensure compliance with NJ Department of Health documentation requirements. 

  • Recruits, hires, schedules and evaluates student volunteer workers for EMT crew.  Creates, monitors and implements a comprehensive training program for the EMS staff to facilitate completion and maintenance of state EMT certification(s). Processes and reviews applications and makes determinations of eligibility of an applicant to serve in MSU EMS. 

  • Oversees the upkeep/maintenance of EMS vehicles and orders and distributes required supplies.

  • Provides CPR and other relevant group training and outreach programs for University and community stakeholders. 

  • Establishes performance metrics, conducts ongoing assessment, evaluation and continuous improvement strategies, gathers and analyzes data and prepares reports, and implements procedures to improve performance and meet objectives. 

  • Recommends, monitors and revises budget and administers financial operations of the unit. 

  • Maintains cooperative working relationships with campus and community; develop and execute fundraising objectives, public relations materials and oversees department social media accounts. 

  • Maintains integrity and appropriate confidentiality related to program operations.

  • Serves as active member of the University’s Emergency Management team.

  • Performs other duties as assigned.

QUALIFICATIONS:

REQUIRED:

  • Bachelor’s degree from an accredited college or university.

  • Five (5) or more years of professional work experience as an Emergency Medical Technician.

  • Valid NJ Department of Health, Office
