Salary range is $80k to $175k, with a midpoint of $125k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:
Under general direction, the Federal Loan & Grant Manager manages the Agency’s Federal loan program and elements of the Grants Division work plan. Works collaboratively with internal business partners, legal, financial planning & analysis (FP&A), and accounting teams to support the Agency’s financing initiatives. Manages relationships with external partners and stakeholders such as the US Department of Transportation (USDOT), Build America Bureau (BAB), and Federal Transit Administration (FTA). Manages all aspects of the Agency’s Federal loan program by serving as the main point of contact with internal and external parties related to Federal loans and is a key technical and financial resource needed to ensure success of the program. Leads and assists administering elements of the Agency’s grant program, including, but not limited to managing and developing grant revenue forecasts, annual grant revenue budget and targets, grant application development, agency compliance related to Federal loans and grants, and other post-award functions.
ESSENTIAL FUNCTIONS:

- Manage the Agency’s Federal loan (TIFIA/RRIF) program including development of a strategic plan(s) and program of projects; develop Federal loan Letter of Interests (LOIs) and applications, manage loan closing processes and procedures, and development of Federal loan agreements.
- Advises leadership and makes recommendations on federal loan strategy.
- Manages, delegates, and prioritizes loan agreement compliance tasks, including completion of all internal and external reporting requirements as well as any pre-award functions and eligibility requirements.
- Manages partnerships with federal stakeholders such as the Build America Bureau and Federal Transit Administration as it relates to loan development and execution.
- Acts as single point of contact for the Agency’s Federal loan program for various Sound Transit departments that continuously provide reports, certificates, and other compliance documents for submittal to Build America Bureau and Federal Transit Administration.
- Manages development and maintenance of policies and procedures related to the Federal loan program ensuring they are current and accurate.
- Leads development of annual grant revenue budget, grant revenue and cash flow forecasting, including reporting status to leadership. Develops methodologies and processes for collecting transit service data applicable to grant funding.
