Job Summary
Supervises a small to medium sized operational unit of non-exempt employees. The functional activities are somewhat complex and have moderate impact on overall operations. This level supervises employees in clerical, administrative, trade, or technical functions that provide services to persons inside or outside the organization. The substance of the positions is non-routine and is semi-skilled or skilled in nature and has a direct impact on the work, office operations, projects, or programs of others in the organization. Supervises the daily operation of clerical/administrative or installation/maintenance crews. Work time will be spent performing the type of work supervised.
Job Description
Overview
The Supervisor-Parking Enforcement supervises, schedules, coordinates, and oversees the parking enforcement activities for the department. Monitors and coordinates officers in the field, supervises activities, establishes goals and objectives, and provides leadership, direction, and training.
Essential Functions
1 Supervises, coordinates, oversees, and monitors the staffing and operational activities of the Parking Enforcement division handling the enforcement of parking regulations for the City; delegates 311 parking related service requests to appropriate officers.
2 Recommends, determines, and assists in the implementation of goals and objectives for the department; establishes schedules, assigns work, and implements the departments policies and procedures.
3 Monitors and directs the activities of lower-level Parking Enforcement Officers and provides training and support; trains, motivates, and evaluates parking enforcement officers, identifies performance deficiencies and recommends corrective action; directs, coordinates, and reviews work plan and work activites.
4 Prepares, drafts, edits, and maintains reports, records, and related event histories; develops and monitors informational databases regarding enforcement activities; testifies in court as needed and prepares documentation of court appearances.
5 Assists and supports officers in the identification and removal of abandoned vehicles or other vehicle violations; supports traffic control when needed and performs other parking enforcement activities when needed.
6 Identifies and determines opportunities for improving service delivery methods and procedures; reviews and makes recommendations for improvements and facilitates implementation.
7 Conducts and participates in meetings to ensure deployment of lower-level officers to appropriate areas; supports the successful completion and management of parking enforcement for the City.
8 Interviews, selects, and performs the hiring of new officers when required.
9 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of parking ordinances.
2 Knowledge of City policies and procedures.
3 Knowledge of parking enforcement methods, principles, and practices.
4 Knowledge of City layout.
5 Ability to operate a computerized hand-held ticket writer.
6 Ability to operate a two-way radio.
7 Ability to interpret and apply parking enforcement standards and regulations.
8 Ability to identify violations and write tickets.
9 Ability to deal with confrontational situations with tact and professionalism.
10 Ability to supervise, schedule, coordinate and train lower level subordinates and check quality of work when needed.
11 Communicating effectively verbally and in writing
12 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION
- Bachelor’s degree or higher in any field.
EXPERIENCE
- Four (4) years in which primary responsibilities included interpreting an enforcing ordinances or legal policies and processing a high volume of customer requests performing/coordinating complex administrative functions.
