Description

Markon is seeking a Senior Program Budget Analyst to support our NRO client from Chantilly, VA.

Responsibilities

The Senior Program Budget Analyst will play a vital role in planning, tracking, and executing budgets across multiple programs. Responsibilities include:

  • Support the development, justification, and execution of program and organizational budgets

  • Prepare budget documentation, spend plans, and financial status reports

  • Track obligations, expenditures, and funding status across various accounts

  • Analyze financial data to provide decision support to leadership

  • Ensure alignment with agency funding guidance, fiscal law, and internal controls

  • Participate in budget reviews and provide recommendations for reprogramming or adjustments

  • Coordinate with program managers, acquisition staff, and external stakeholders to ensure financial data integrity

  • Identify risks and variances in execution and propose mitigations

  • Maintain accurate and current records in financial tracking tools

  • Provide audit support and documentation as required

Qualifications

Required:

  • 8+ years of experience with a Doctorate in a related field

  • OR 16 years of related experience with a High School Diploma/GED

  • OR 14 years of related experience with an Associate degree

  • OR 12 years of related experience with a Bachelor’s degree

  • OR 10 years of related experience with a Master’s degree

AND

  • Active Top Secret/SCI clearance with a Counter-Intelligence Polygraph

  • Proficiency in financial management processes, procedures, and policies

  • Familiarity with Planning, Programming, Budgeting, and Execution (PPBE) processes
  • Strong analytical, organizational, and problem-solving skills
  • Experience in DoD or IC financial planning and execution activities

  • Ability to manage competing priorities in a fast-paced environment

Desired:

  • Doctorate in Finance, Business Administration, Public Policy, or a related field

  • Experience working with NRO or other IC budgetary systems

  • Excellent verbal and written communication skills

Salary Range
