POSITION SUMMARY:

The Room Tax Manager supervises and assists with ensuring the proper and accurate licensing for all lodging facility licensees and communication with room taxpayers to ensure compliance with Board approved Transient Lodging Tax and Surcharge Regulations. The Room Tax Manager is responsible for the timely and accurate filing of all room tax returns and full receipt of room taxes due. This position is responsible for ensuring professional and accurate communications with taxpayers and other interested parties. The Room Tax Manager ensures proper and timely processing of room tax and the accurate monthly reporting of statistical data to the Director of Finance, CEO, Board of Directors, and others, and oversees the presentation and maintenance of room tax data on the RSCVA website. The Room Tax Manager oversees and assists with room tax audits to ensure compliance with RSCVA regulations.

JOB DUTIES AND RESPONSIBILITIES:

Oversees and assists with the collection and auditing of the Room Tax revenues in conformity and compliance with generally accepted auditing principles and RSCVA Transient Lodging Tax and Surcharge Regulations.
Assists in the preparation and reviews of various reports for presentation to clients, management and the Board of Directors including but not limited to a statement of Room Tax revenues, Auditing and Penalties consistent with RSCVA and regulatory guidelines and other reports as requested by the Executive team and other departments.
Assists in the development of procedures and recommendations for additions and changes to RSCVA “Transient Lodging Tax and Surcharge Regulations”, as it pertains to all licenses, legislation pertaining to room tax audit, collection, and payment. 
Works in association with Washoe County Code Enforcement Short-Term Rental Department for proper permitting with the County for homeowner rentals.
Directs the scheduling of the audits of room tax revenue collection.
Manages and performs audits of room tax revenue collection licensees to ensure compliance with adopted rules, regulations, ordinances, and statutes.
Preparation of room tax  reports including recommendations regarding unpaid room taxes, penalties, and interest, the adequacy of financial record keeping and accounting control by the room tax licensee, etc.
Oversees the maintenance and preparation of statistical averages for room tax licensees to identify potential audits.  Applies these developed averages to room tax licensees in assessing the reasonableness of room tax licensee tax returns.
Review the findings and recommendations of the room tax audit report with the room   tax licensee and others in a tactful and diplomatic manner.
Assists in the maintenance of a current and thorough working knowledge of all laws and procedures regarding room tax and licenses.  Accurately interprets and applies such laws and procedures and assures compliance by room tax licensees with such procedures and laws.
Assists the Finance Director in the preparation of the RSCVA’s annual budget.
Directs the activity and schedule of the Room Tax staff.
Closely monitors licensee environment and reports on relevant changes to management (openings, closures, changes in licensee status, etc.).
Prepares ad-hoc reports, research, and analysis related to room tax as directed by the Finance Director.
Produces economic impact studies for groups, conventions, events, etc. as requested various departments and submitted to the Finance Director  for final approval.
Is knowledgeable in the RSCVA Safety Program and takes necessary steps to maintain a safe work environment.  Adheres to safe work practices to prevent injuries.
