Description

Christopher Community, Inc. (CCI) seeks a Director of Compliance to join our growing team. CCI is a not-for-profit housing development and property management organization that assists low- and moderate-income seniors and families secure suitable housing across Upstate new York. We currently manage over 3,300  units of housing in more than 100 buildings, and administers the Rental Assistance Program in Onondaga County, which provides assistance to over 1,200 households. This position will be located in our corporate office in Syracuse, NY.

 Under the direction of the Chief Financial Officer and collaboration with the Executive Team, the Director of Compliance is accountable for ensuring compliance with all affordable housing program requirements and management of regulatory compliance standards across the property management portfolio. Affordability-related programming include but not limited to Low-Income Housing Tax Credits (LIHTC), HUD Affordable Housing Programs, USDA Rural Development, and Fair Housing. This position will oversee, monitor and ensure adherence to regulatory compliance including asset management preservation. This position will oversee direct reports.  

Requirements

  Essential Duties and Responsibilities: 

  • Responsible for overseeing internal audits of resident files for quality assurance and to      ensure compliance with applicable regulations.  All sites should be      visited on a quarterly to semi-annual basis to perform internal audit      review of files as well as prior to scheduled regulatory compliance audits      including but not limited to HCR for tax credits and HUD for management      and occupancy review.
  • Responsible for timely reporting to external stakeholders including investors. 
  • Develops and implements appropriate policies, procedures and workflows to ensure compliance with, and adherence to, any and all state and federal requirements.
  • Develop training plan for site staff in conjunction with VP | Property Management & Regional Property Manager that have files that are not deemed satisfactory per internal audit review, and review and monitor performance in collaboration      with regional property management team.
  • Develop an action plan for all new site staff for file review and internal review at 30-day, 60-day, and 90-day schedule to ensure adherence to quality standards for compliance.  
  • Work directly with site staff and regional managers to prepare for the compliance inspection.

FOR HUD PROPERTIES

  • Work directly with Regional Property Managers to prepare for the MOR including submission of pre-MOR documents to Auditor.
  • Responsible for coordinating the notification of MOR audit with property management and facilities.
  • Audit EIV binders and ensure vouchers are printed and signed.
  • Conduct MOR close-out meeting with site staff to explain the results.
  • Respond to official letter of findings provided by auditor, work directly with Regional Managers to cure findings, and to include these corrections with responses to auditor.
  • Review special claims submissions monthly with Regional Property Managers.

FOR LIHTC PROPERTIES:

  • Monitor compliance requirements for all tax credit sites that are still within their      compliance period.
  • Monthly to quarterly reporting to Executive Team for each site in compliance period to reflect current certification status and requirements for compliance for each property in the compliance period.
  • Responsible for quarterly submission by site staff of utility information to BrightPower for annual HCR energy requirements.
  • Coordinate and oversee HCR audits with Regional Managers and compile responses to HCR for review.
  • Review along with Regional Property Manager site requirements with any new site staff that manage tax credit properties including review of regulatory agreements, income requirements, required documents for recertification, etc.
