Responsibilities

Senior Payroll Specialist - One (1) Full-Time Position Available

 

Position Overview:

The Senior Payroll Specialist assumes primary responsibility for the Health System’s in-house payroll processing. Primary responsibilities include the processing of payroll, defined contribution plans, garnishments and tax liabilities. The position will demonstrate strong knowledge of wage and hour law, payroll concepts and practices, and have the proven ability to interpret payroll procedures and policies, California Employer’s Guide and the IRS’ Employer’s Tax Guide. The position will also identify and improve payroll processes, resolve payroll issues, and provide exceptional customer service.

Essential Functions and Responsibilities:

 

  • Process time cards on a timely basis to ensure payroll distribution time schedule is met
  • Review and code time cards to ensure payment is consistent with the System’s policies
  • Coordinate with various departments and with Human Resources to ensure appropriate employee file documentation for deductions and other pay arrangements, and keep records electronically in an organized manner for ease of access
  • Resolve employee payroll issues in a courteous and timely manner
  • Calculate and input payroll adjustments and retroactive pay increases
  • Prepare appropriate documents and secure appropriate approvals for payroll tax deposits and for transfer of payroll funds as needed and within the prescribed time frame
  • Process all child support and garnishment court orders and timely submit for payment
  • Maintain and timely process defined contribution plans according to the plan documents
  • Prepare and submit as appropriate (monthly, quarterly, annually) required Federal and State payroll reports
  • Keep immediate supervisor informed of payroll issues and any reporting discrepancies
  • Stay current on the Health System payroll policies, payroll regulatory requirements, and payroll tax withholding and reporting requirements at both state and federal levels
  • Ability to review payroll policies and determine areas where pay practices are inconsistent with policy, coordinating updates to policy with management
  • Ensure that the Heath System policies and regulatory requirements as it relates to payroll and payroll processing are being administered correctly
  • Assist in the development of policies and procedures as needed including the ability to compose new and/or revised policies and identify key issues
  • Maintain and update payroll tax rates on system used by the Health System
  • Coordinate changes to the payroll processing system, researching and updating program modifications and impact on users and payroll staff
  • Coordinate and/or conduct various payroll tax and audits as they arise (EDD, IRS, 403b, and workers compensation)
  • Conduct payroll training at new hire orientations
  • Adhere to departmental and Health System policies as it relates to confidentiality of payroll information.
  • Performs other duties as assigned.
  • Qualifications

    Minimum Qualifications:

    • High school graduate or equivalent (GED).
    • Three (3) years of experience in payroll processing and payroll tax reporting.
    • Three (3) years of experience with payroll and time and attendance applications.
    • Three (3) years of experience with in-house, payroll processing and taxation.
    • Two (2) years of experience using MS Window, MS Excel and MS Word.
    • Ability to prioritize, multi-task and meet deadlines under minimal supervision.
    • Ability to work independently, timely and identify and improve payroll processes.
    • Ability to resolve payroll issues and provide exceptional customer service.
    • Ability to maintain confidentiality.
    • Detail-oriented and exceptionally organized.
    • Very good interpersonal, verbal and written communication skills.

     

    Preferred Qualifications:
