Job Description:
Your collaboration will span various programs and units within the DHHS divisions and across the Four Federally Recognized Tribes of Nebraska . You will monitor the tribal contracts and budgets, assist in internal and external policy development, ensure regulatory and contractual compliance, and lead monthly meetings to address ongoing concerns.

Job Duties:
The Community Based Program Specialist will:
- Plan and coordinate the development and administration of Nebraska's community-based behavioral health services.
- Serve as a resource and consultant to provide technical assistance/advice to tribal staff, leaders and DHHS Tribal Liaisons.
- Manage the day-to-day operational and technical functions of Nebraska's behavioral health system including performing planning, implementation, monitoring, and evaluation of program activities.
- Oversee and direct contracts for the Four Federally Recognized Tribes of Nebraska including monitoring and recommending actions for contractor performance.
- Monitor tribal program budgets, oversee monthly tribal contract billings, and conduct annual audits as directed.
- Excellent documentation and organizational skills are a must for this important position.
Requirements / Qualifications
Minimum Qualifications: Bachelor’s degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.
Preferred Qualifications:
- Associate degree with 3 to 5 years of demonstrated contract management experience will be considered in lieu of a Bachelor’s degree.
- One or more years of experience in Human Social Service, Behavioral Health Services, Public Health, Public Administration, Healthcare Administration, or similar, including budget and audit experience a plus.
- Knowledge of, or interest in, Nebraska's public behavioral health services network a plus.
- Understanding and knowledge of Nebraska contracts and grants management.
- Intercultural professional awareness.

Knowledge:
- Contract management, budgeting, compliance, and trend analysis.
Skills:
- Interpreting and communicating policy clarifications to interested groups and analyzing program trends.
Abilities:
- Strong ability to plan, organize, and direct major programs effectively.
- Excellent collaboration skills for teamwork and relationship-building with agency staff, service providers, contractors, and community organizations.
