Executive Director of Data Ecosystems and Strategy

The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

Program Overview
The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected and actively used to protect and promote the health and wellbeing of New Yorkers. We aim to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.

Position Overview
This position will be within the Center for Population Health Data Science and reporting to Assistant Commissioner of the Bureau of Data Technology and Strategy.
The Executive Director of the Office of Data Strategy and Ecosystem will lead a multidisciplinary team focused on shaping and advancing the strategic direction of data governance, data science, data partnerships, and digital data transformation. This role will serve as a bridge between technical data capabilities and public health impact, ensuring that the organization's data assets are leveraged effectively, ethically, and collaboratively across internal and external stakeholders.
This office operates in parallel with the Office of Data Engineering and Management, which is responsible for the enterprise data platform infrastructure, data engineering, and informatics. The Executive Director will work closely with this team to ensure that data strategy and governance enable high-quality, scalable, and impactful data solutions.

Responsibilities
1. Leadership and Organizational Development
• · Build and lead a high-performing team across multiple functional areas, fostering a culture of collaboration, transparency, innovation, and accountability.
• · Drive efforts to enhance data literacy and data-driven decision-making across the organization.
• · Advocate for partnerships, resources, and policies that advance and modernize the role of data in public health strategy and operations.
2. Strategic Alignment with Data Engineering and Management
• · Collaborate closely with the Executive Director of the Office of Data Engineering and Management to ensure an aligned vision and seamless coordination between data infrastructure and data strategy.
• · Provide strategic input to ensure that technical data solutions support key public health priorities and organizational objectives.
• · Ensure data governance, interoperability, and partnership efforts are aligned with the enterprise data platform’s capabilities and roadmap.
3. Data Strategy and Governance
• · Collaborate with CPHDS and Agency leadership to develop and implement a comprehensive data strategy that aligns with public health priorities and organizational goals.
• · Oversee the agency-wide data governance initiatives, ensuring responsible data stewardship, compliance with regulatory frameworks, ethical use of data, and increased use of data for public health advancement.
• · Establish policies, processes, and frameworks for data access, sharing, interoperability, and security.
4. External and Internal Relationships
• · Support the Center build and sustain strategic partnerships with other government agencies, academic institutions, private sector entities, and community organizations to enhance data-sharing opportunities and interoperability.
