This position ensures that CHA’s housing portfolio of Public Housing, RAD, and Mixed Income and properties remain in good physical, financial, and regulatory condition. The position is responsible for implementing and monitoring all operations policies and procedures performed by CHA staff and property management companies, with the objective of continually improving the services provided to residents.
This position supervises a team of Portfolio Managers and is responsible for managing contracts with professional property management firms. The manages the residential property of CHA’s portfolio of properties to ensure compliance with CHA policies and procedures, goals and objectives as well as federal, state, and local laws, regulations and guidelines. The Director works with property managers, resident leadership, CHA staff, community stakeholders, HUD officials, and social service providers to ensure a high level of customer service is provided to residents.
The Director is responsible for supporting the development and leading the execution of the property operations strategy to ensure operational, financial, and regulatory objectives are met. This includes, but is not limited to, actively engaging the portfolio operations staff, asset management staff, and property managers in a continuous improvement process focused on customer service and performance management.
DUTIES AND RESPONSIBILITIES
- Responsible for managing the day to day property operations function for the CHA, including portfolio operations managers and professional property management firms.
- Successfully implement a portfolio management strategy designed to maintain the value of the asset and positively impact the lives of residents.
- Ensure each property is operating at optimal efficiency and effectiveness with a high level of customer service.
- Manage the assigned portfolio in the most cost-effective manner consistent with the management contract and relevant property operations strategy.
- Maintain strong working knowledge of public and affordable housing programs (including public housing, PBV, RAD, and LIHTC) as well as current industry standards and trends.
- Oversee the quality of property management services by establishing and implementing systems, procedures, and reports that ensure compliance with CHA/HUD standards.
- Ensure appropriate financial and accounting systems are effectively implemented and followed.
- Establish and maintain timely and open communications with residents, staff, property managers, owners/developers, contractors, and community stakeholders.
- Participate in budget preparation and capital planning and collaborate with stakeholders during the budget process.
- Manage and supervise staff to ensure that they effectively oversee property operations in accordance with CHA and HUD standards and procedures.
- Ensure effective fiduciary controls are in place and that financial management activities comply with contract objectives and established policies and procedures.
- Ensure effective implementation of the performance management programs along with ongoing evaluation of the property management companies and developers.
- Develop, in collaboration with the Deputy Chief, training and staff development plans for the portfolio management staff, including leading the annual performance appraisal process for the department.

QUALIFICATIONS
Bachelor's degree in Business, Accounting/Finance, Public Policy/Administration, or related Real Estate studies with a minimum of 4 years of applicable experience or, a combination of applicable trainings and certifications along with a minimum of 8 years of experience in lieu of a degree. Strong professional written and verbal communication skills. Strong analytical skills. Ability to conduct research and prepare narrative reports and proposals. Ability to comprehend complex contracts and regulatory agreements. Software proficiency in Microsoft Suite and Property/Asset Management software. A valid driver's license, unrestricted insurability, and ability to travel within Chicagoland boundaries up to 75% of the time.
Current working knowledge of HUD and CHA regulatory requirements related to Public Housing, PVB, MOD Rehab, RAD, and LIHTC programs as evidenced by stated course completion and/or certification requirements (subject to portfolio assignments, and can change with or without notice).
Salary Range: $115,000 - $120,000
