Senior Naval Aviation Fleet Training Program Analyst

CSA is looking for a Senior Naval Aviation Fleet Training Program Analyst to support the Fleet Deployment Training Program Support contract at the U.S. Fleet Forces Command Headquarters N70 Office at Naval Support Activity Hampton Roads.

How Your Role Will Make an Impact:

• Assist in the validation and prioritization of aviation Fleet training to meet Fleet operations and provide recommendations to government personnel.
• Assist in the development, coordination, and maintenance of aviation Fleet training policies, processes and programs associated with operational requirements.
• Assist in the production and monitoring of training policies affecting FRTP for aviation units/staffs and associated support of the FRP.
• Provide assistance and advice to government representatives related to aviation training in a variety of forums, meetings, conferences, and working groups.
• Support Fleet aviation training policy and standards analysis including collaboration with DoD, OPNAV, NPDC, SYSCOM, and subordinate Fleet staffs as well as representatives from other military services and other government agencies.
• Provide recommendations to government representatives on the articulation and implementation of aviation Fleet training and DOTMLP-F change requests.
• Assist with the review of aviation related NTSPs in accordance with OPNAVINST 1500.76C and local SOP and provide recommendations to ensure appropriate training is incorporated and delivered to the Fleet.
• Assist with the review of aviation related NMETLs in accordance with the UNTL, FTC, and NTRP 1-03.5 and provide recommendations to improve the associated tasks, conditions and standards.
• Assist with the review of aviation related instructions and doctrine, such as CONOPS, ROC/POEs, TTPs and provide recommendations to improve the documents and incorporate associated Fleet training.
• Provide current, accurate and complete aviation training related point/information papers, briefs/presentations and executive summary memorandums for staff packages to inform USFF leadership decisions.

• Clearance:  Ability to obtain and maintain an active Secret Clearance. 
• Bachelor degree or equivalent experience (equivalent experience to a Bachelor degree is two [2] additional years of General Resource Band experience).
• Labor Category Experience: Eight (8) Years
• Experienced subject matter expert for respective task requirements (e.g. Academics, Warfare Area(Naval Aviation), Program or Policy support).  Experience managing/ prioritizing large, complex projects involving numerous stakeholders.   Experience as Team and/or project leaders.  Experience leading working groups and cross functional teams.  Experience leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.  Experience engaging Senior Staff at the Flag Officer/Director/Manager level.  Experience conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
• Resource Band Experience:Eight (8) Years
• Program Analysts have experience at the senior level including supervisory experience.  Program Analysts review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior levels, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Program Analysts utilize time and GFE to accomplish their tasks successfully and promote program efficiencies.  The following capabilities are typical of support tasks: equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting, policy analysts, instructors (i.e. journeyman instructor) courseware and doctrine developers; and scenario developers, and event execution support staff.  They are subject matter experts in their fields of expertise.
