ESSENTIAL FUNCTIONS 

  1. Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to County residents and businesses.
  2. Responsible for fostering a culture of innovation; provides technology leadership in the delivery of superior services to residents.
  3. Directs the work of and manages the staff of the IT Department. Interviews and selects new employees. Provides training, instructions, and ongoing training needs. Assigns tasks, reviews work, and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
  4. Defines and implements the goals and objectives for department operations; guides staff through changes in laws, processes, services, or programs.
  5. Develops and recommends the annual budget for the Department to the County Administrator; forecasts necessary funding for staff, equipment, capital improvement projects, and other material needs. Monitors budget, contracts, services, and other factors to ensure compliance; identifies problem areas and recommends refinements.
  6. Develops annual and multi-year work plans and strategies to meet technology needs; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success.
  7. Identifies short and long-range equipment investments to maintain service levels; researches and analyzes technology needs, trends, and resources and makes recommendations.
  8. Prepares and recommends the IT capital budget, develops annual and multi-year work plans and strategies to meet business needs; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success.
  9. Ensures implementation of related rulings, legislation, statutes, County and Department policies and procedures.
  10. Reports as needed to the County Administrator and County Board on technology-related operations and services.
  11. Researches, recommends, develops, and implements policy and procedures for effectiveness and related security measures.
  12. Represents the County/Department in meetings with vendors, elected officials, and other Departments to plan and develop technology solutions and to resolve escalated issues.
  13. Prepares requests for proposals and bid specifications for IT solutions; reviews and purchases technical equipment and related items.
  14. Provides project management oversight and organizational IT leadership through consultation and partnership.
  15. Performs all technical duties of subordinate staff, as needed.
  16. Monitors the health and security of IT systems. Recommends changes or enhancements.
  17. Ensures data security compliance with Federal, State, and local laws, regulations, and ordinances.
  18. Works with staff to develop project plans for large-scale technology projects that impact multiple disciplines.
  19. Serves as Security Compliance Officer for Dodge County HIPAA compliance.
  20. Other duties as assigned.

REQUIRED JOB COMPETENCIES

  • Knowledge of principles, practices, procedures, and methodologies of Information Systems analysis, design, operation, and maintenance.
  • Knowledge of departmental processes and specialized software applications in use by the County in relation to operational needs. 
  • Knowledge or understanding of ITIL Service Framework, Project Management (PMP), Agile and SCRUM practices, and/or Six Sigma.
  • Knowledge of the developments and trends in the field.
  • Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
