Principal Accountant/Accounting Manager will manage staff and operations of a fiscal area in the Department of Finance. Functional areas of responsibility include general ledger, fixed assets, financial reporting, and accounts receivable. Participate in the formulation of section policies, procedures, rules, and regulations; direct work of staff responsible for preparing Comprehensive Annual Financial Report (CAFR), monthly and quarterly financial reports, and related documents. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.DUTIES AND RESPONSIBILITIES 1. Supervises the staff and operations of the assigned section; functional areas of responsibility may include, but are not limited to, General Ledger, Fixed Assets, Financial Reporting, Accounts Receivable, Grants, and Payroll. Plans and prioritizes work strategies for self and subordinates; identifies and recommends staffing changes in response to workload requirements. 2. Plans, directs and supervises the work of professional, technical or clerical staff; participates in the selection process; conducts performance evaluations; provides training and employee development; documents performance issues and discusses corrective actions with management and human resources; recommends corrective or disciplinary action. 3. In conjunction with management, establishes and implements short and long range goals, objectives, policies and procedures. 4. Directs and coordinates the work of staff to create the County's Annual Comprehensive Financial Report (ACFR), and monthly, quarterly financial reports for external use by the public and state agencies and County-wide internal use by County executives, elected officials and the Board of County Commissioners; prepares narrative and financial sections for these documents; ensures that documents are compliant with professional and mandated standards. 5. Oversees and directs the staff and operations within the fixed asset function; approves all fixed assets purchases; ensures purchases are properly capitalized; reconciles monthly assets transactions; make financial management system adjustments; reviews fixed assets physical inventory conducted by staff; ensures that all assets are properly declared; conducts monthly closing activities. 6. Oversees and directs the staff and operations within the general ledger system to ensure that the system captures financial transactions and postings which are the source of internal and external financial data reporting; oversees the month end and year end closing processes. 7. Oversees and directs the staff and operations within the accounts receivable function to ensure that all accounts receivable are maintained and reconciled; collaborates with the Legal Department for collection efforts. 8. Oversees and directs the staff and operations within the grant management function ensures that grants are properly maintained and reconciled within the system; works with department staff to ensure they properly set up, monitor, maintain, bill and capitalize grant funding. 9. Oversees and directs the staff and operations within payroll. Functions include payroll timekeeper tracking, reconciliation of time recorded, reconciliation of payroll general ledger accounts, AP processing preparation, payroll cash transfers, and validating payroll prior to processing. 10. Reviews and approves journal entries prepared by subordinates pertaining (i) allocating revenue received towards property tax payments (ii) revenue earned by other departments; and (iii) non-sufficient funds. 11. Prepares cash flow analyses used in the Treasury department; provides data to the County's accounting department for a separate cash flow report used by management. 12.
