Description:

MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV). This position is assigned to the Western Regional Office (WERO), Bureau of Waste Site Cleanup (BWSC) Audits Section, located in Springfield, MA. WERO serves 106 communities in western Massachusetts from east of Quabbin Reservoir to the New York State border.

Under the direct supervision of the Bureau of Waste Site Cleanup Audits EA V Section Chief, the EA IV will perform activities relating to audits and management of active and former Department of Defense facilities to ensure compliance with the Massachusetts Contingency Plan (MCP) as stipulated in 310 CMR 40.0000.

Major duties of the positions include:

• Conduct audit activities of response actions such as inspections, reviewing private sector work to assure compliance with the MCP, explaining technical and regulatory requirements directly with responsible parties and Licensed Site Professionals, compliance/enforcement actions as directed.
• Perform and review professional environmental sciences work of substantial difficulty and importance, including risk assessments, hydrogeological studies, fate and transport modeling, Preliminary and Comprehensive Response Action submittals, and Temporary and Permanent Solution Statements.
• Identify violations of the MCP and perform compliance/enforcement actions as directed, including preparing enforcement documents, participating in enforcement conferences and settlement negotiations, preparing and providing expert testimony when required, and ensuring compliance with enforcement actions.
• Maintain a high level of knowledge and understanding and interpretation of state and federal laws, regulations, policies, guidance, particularly as related to risk characterization.
• Maintain a high degree of technical proficiency in the field of oil and hazardous material assessment, risk characterization, and cleanup.
• Exercise sound judgment in technical, policy and enforcement issues.
