Job Summary

Performs professional and technical work in the Families, Parks, and Recreation Department. In addition to overseeing the hiring, training, disciplining, development, and performance appraisals of FPR’s contract administration team, this position is responsible for the development and oversight of systems for issuing and managing hundreds of contracts for program services issued by FPR and its 2 non-profit organizations each year. With support from her/his staff, the person in this position manages the following operations: developing of contract language; overseeing contractor reporting to ensure adherence to terms; administering payments to contractors; ensuring that grant-funded contracts comply with grant requirements; and training and technical support for FPR program staff who work with contractors to ensure compliance/adherence to procedures. This person also collaborates with FPR program staff to define contract scope, objectives, and reporting requirements; tracks contractor performance; and analyzes the successful completion of contract requirements. Work is performed under the general supervision of the FPR Business Operations Manager.


Minimum Qualifications:

Bachelor's Degree in Business Administration, Public Administration, or a related business field required, three (3) years progressively responsible experience in the procurement and contracting of materials, equipment, and service contracts required, and at least three (3) years experience with complex procurement required.

Must hold and maintain industry standard procurement certification(s) such as Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager, (CPM), Certified Professional in Supply Management (CPSM), or Certified Purchasing Professional (CPP). Copy of current certification(s) must be provided at the time of application. Excellent written and verbal communication skills required.

  • Two (2) years of direct experience for an associate degree;
