Job Duties

Virginia Department of Transportation’s (VDOT) is excited to offer and announce a competitive opportunity to serve as a part-time Senior Business Data Analyst in our Central Office Traffic Operations Division, Data and System Analysis Group. The selected analyst will be engaged in various aspects of Traffic Data Analytics tasks including but not limited to data acquisition, cleaning and validation; data fusion; data analysis; data visualization; prototype/first implementation for pilot VDOT projects and ad-hoc data analyses; research and literature review.

Data acquisition, cleaning and preparation tasks require working with many transportation and non-transportation data sets e.g. speed, daily and hourly traffic volume, road geometry and characteristics, socio-demographics data, posted speed limits, weather, work zone information, crash and incident data, pedestrian and bicycle data, and others. Obtaining those data sets can be through different means such as: graphical user interfaces, APIs, direct access to back-end databases, either internally from VDOT or from third party vendor and archives. Data cleaning and preparation steps will be needed, and they may be different based on the data set and source. These duties overlap with data engineering duties.

Data fusion tasks require merging or aligning (fusing) data sets on the spatial (location) or temporal (point in time or similar period of year and time of day) dimensions, in a redundant (same attributes) or complementary (different attributes) or other fashions. These duties can overlap with data engineering duties.

Data analysis tasks require the incumbent to apply tried-and-true but also new-and-innovative methods to identify historical travel trends, conduct Before-and-After studies, perform congestion and reliability analyses for specified areas and time periods of interest, identify locations and time periods experiencing unusual traffic behavior, or study specific traffic conditions at locations and during time periods of interest to the agency.

Data visualization tasks consist of presenting analysis results in a format and at a level of detail appropriate for the audience, through interactive and static charts, graphs, and maps. The Senior Business Data Analyst Hourly will create visualizations for projects where they have done the analysis themselves, and also for projects where the analysis has been done by other team members.

Prototyping and first implementation of VDOT projects and ad-hoc data analyses draw from transportation domain expertise and transportation data knowledge. The incumbent will receive appropriate guidance on the methodologies needed to develop new projects and perform ad-hoc analyses and will have to use knowledge gained previously to take them to a successful finish.

Research includes but is not limited to literature review of transportation data analytics algorithms, investigating the feasibility and usability of incorporating new data sources into analytics algorithms to improve accuracy and relevance of results, traffic forecasting methods, investigation of innovative concepts. To be successful in this position, on-your-own research and learning will be needed for all aspects of the job.

This position is an Hourly/Wage position. Hourly(wage) positions may not work more than an average of 29 hours per week and cannot exceed 1500 hours during the wage employment year (May1-April 30). This position does not include health insurance, retirement or leave benefits.

Minimum Qualifications

• Skill in working with business and/or financial information systems.
• Proficient use of Microsoft software.
• Knowledge of theory and principles of database development, data management, business process improvement, and performance management.
• Skill in developing and managing large data sets and integrating data from different sources and across different platforms.
• Ability to apply logic and reasoning to identify and analyze problem areas and recommend various solutions.
• Skill in oral and written communication to build effective relationships.
