Project Description:
The U.S. Food and Drug Administration (FDA) Technology Transfer Program (FDATT) within the Office of the Chief Scientist (OCS) has the Agency-level responsibility for overseeing, directing, and implementing the Federal Technology Transfer Act (FTTA). FDATT responsibilities include administering activities relating to collaborative agreements, inventions, patents, royalties and associated matters; providing advice, guidance and assistance to Agency-level and Center staff on intellectual property and collaborative agreements; management and administration of intellectual property and royalties; transfer of research materials; interpretation and implementation of policies, rules and regulations related to the implementation of the Federal Technology Transfer Act of 1986 and subsequent legislation; and reviewing and analyzing planned collaborative agreements to ensure that they are in accord with applicable FDA and Public Health Services (PHS) procedures.
The objectives of this effort are to provide the FDATT with:
  • Consultant services in written and oral communications
  • Technical knowledge and expertise in intellectual property, patents, and federal technology transfer.
  • Services and expertise in performing market studies on FDA inventions for the purpose of enhancing FDATT’s capability to license out the inventions for commercialization.
  • Services and expertise in providing general intellectual property guidance.
  • Services and expertise to assist with implementing proposed re-organization and expansion
  • Services and expertise in developing proposals for expansion of federal technology transfer programs.
  • Services and expertise in developing guidance for use of Federal Acquisition Regulation (FAR) to obtain appropriate access to intellectual property under contracts, including rights in data and software.
Job Summary:
DRT is looking for a specialist in technology transfer who will manage the licensing and commercialization of inventions from the FDA's technology portfolio. The position requires a candidate to create Memorandums of Understanding (MOUs) and conduct market studies to identify potential partners. Key duties include marketing FDA technologies, coordinating outreach efforts at conferences, and developing implementation plans to support the growth of the FDA Technology Transfer (FDATT) program. The specialist will also provide intellectual property guidance, analyze key program metrics, and contribute to the ongoing improvement of business practices. Excellent communication skills, both oral and written, are essential for success in this position.

Responsibilities:
  • Create Memorandums of Understanding for contract use
  • Conduct market studies of targeting technologies to license out inventions from the FDA technology portfolio
  • Market FDA technologies to potential licensing/collaboration partners
  • Participate in planning and coordinating exhibit booth materials and displays at relevant conferences
  • Conduct program outreach to raise awareness of research/licensing/collaboration opportunities at the FDA
  • Develop implementation plans for anticipated growth of Technology Transfer program which include budget and resource considerations
  • Create Implementation plans that include the development of needed processes to successfully complete the patenting and licensing portfolio 
  • Provide general intellectual property guidance for FDATT on an ongoing basis
  • Plan and perform
