Victim Engagement Program Operations & Implementation Specialist - Operations & Policy Analyst 2

The Oregon Youth Authority (OYA) invites you to join our Community Services team as a full-time, permanent Victim Engagement Program (VEP) Operations & Implementation Specialist. This role is part of the Victim Engagement Program and is central to supporting program operations through project management, process improvement, and ongoing monitoring of program fidelity across VEP initiatives. The position provides research and objective analysis to inform victim services policy and operational decisions, while also tracking program data, maintaining records in Juvenile Justice Information System (JJIS), and developing reports to evaluate effectiveness and support agency performance reviews. You will collaborate regularly with victim and survivor service organizations, community partners, and juvenile justice partners.
Key responsibilities for this role include:
Support Victim Engagement Program (VEP) operations by providing lifecycle project management, process improvement analysis, program performance monitoring, and programmatic data tracking of all program initiatives.
Contribute to the development and delivery of training and coaching on the implementation of VEP programing to new and existing OYA staff and community partners.Β
Development and implementation of youth and crime victim service protocols including oversight and coordination of victim engagement protocols related to youth transition and parole committee reviews.
Based at OYA Central Office in Salem, this position plays a key role in shaping programs and decisions that impact both agency operations and juvenile justice systems across the state.
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR;Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
