SUMMARY

The Grants Subject Matter Expert (SME) will oversee all aspects of the U.S. Department of Labor internal Grants Performance Management system (GPMS) in providing grantee technical assistance and customer support. Provides monthly progress reports detailing progress toward each objective and reports risks and mitigation measures.  

This is a Part-time position.

ESSENTIAL REQUIREMENTS

Must be able to obtain government public trust clearance.

Expert knowledge of current U.S. Department of Labor internal and external grantee systems and familiarity with Native American communities and workforce.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following.  Other duties may be assigned.

Administer end user system support for the Department of Labor Grantee Performance Management Systems (GPMS).

Directs completion of tasks within estimated timeframes.  

Interfaces with Government management personnel, including the CO and COTR.  

Reports in writing and orally to Contractor management and Government representatives.   

Manages the GPMS integration and system updates, when appropriate. 

Demonstrated experience with preparing executive level briefs, summaries, presentations, situation reports, management reports and other high-level communications.   

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.     

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE 

Bachelor’s degree in public Workforce, such as Public Administration, Social Work, Public Policy, Economics, Labor Economics, etc., and a minimum of four to five (4-5) years of progressive files and/or policy experience in the public workforce system, preferably in Native American workforce.

 
JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES 
Proven experience in end user system support for the Department of Labor Grantee Performance Management Systems (GPMS).

Strong background in providing GPMS technical assistance and customer support to grantees.

Excellent communication skills, both verbal and written, with the ability to effectively communicate with stakeholders at all levels. Provide monthly detailed reporting as directed.

Analytical and problem-solving skills, with the ability to think critically and make informed decisions. 

Knowledge of project management methodologies, tools, and techniques. 

Familiarity with financial management principles and budgeting. 

Ability to work under pressure and meet tight deadlines. 

Strong organizational and time management skills. 

LANGUAGE SKILLS 

Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. 

MATHEMATICAL SKILLS 
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. 

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
