Job Duties
This position will report to Richmond Probation and Parole District #1
Position supports the agency's objective to enhance public safety by providing an effective range of supervision, treatment and monitoring services, that is researched and evidenced based, to offenders in the community, resulting in a reduced likelihood of re-offense in the community. This will be accomplished through reintegration of conditionally released men and women in our custody and care by providing supervision and control, effective programs and re-entry services in safe environments which foster positive change and growth consistent with sound principals, fiscal responsibility and constitutional standards.
The Chief Probation Officer develops, manages, and directs a statewide system of community-based sex offender supervision, treatment and monitoring programs and services. Responsible for implementation and achievement of department objectives & programs; and interpretation of policies and procedures to achieve appropriate supervision over all assigned areas. Provides a satisfying and rewarding work environment for all employees, free from intimidation, sexual harassment, and discrimination.
Minimum Qualifications
Thorough working knowledge of sex offender assessment and treatment modalities; principles and practices of supervision; treatment program design and evaluation; quality assessment; program design, implementation and evaluation. Knowledge of nationally recognized standards for sex offender supervision, assessment, and treatment. Knowledge of related legal precedents. Knowledge of evidence-based practices (EBP). Skilled in working with professional and paraprofessional staff. Demonstrated ability to supervise; to work with multidisciplinary staff; to develop and implement sex offender trainings. Knowledge of salient areas related to sex offender reentry and community follow-up. Experience providing training and technical assistance. Ability to collect and analyze service delivery data, determine needed actions, plan and follow-up actions and establish benchmarks to assess progress. Able to work effectively with interagency and intra agency groups. Ability to communicate effectively, both orally and in writing.

Knowledge of contract, grant, or Memoranda of Agreement (MOA) administration.
